Adopt resolution approving the submittal of an application to designate the <br /> Downtown Precise PEan {DTPP} area within the City of Redwafld City as a <br /> Priority Development Area under the FOCUS Program {FOCUS). <br /> - -2: Adopt �esolufiion �pprovin� the submitta! of a multi-jurisdic#�ortal-application to - <br /> desigrtate the EI Camino Rea! Corridor as a Priority Development Area under <br /> #he reg�o^�! FQGUS Proyr�m and authorizing G��!�ounty Ass�ci�tion Qf <br /> Governments (C/CAG) to act as the fead agency. <br /> BACKGROUND <br /> On June 27, 20Q7 sta�f submitted an application for the designation of the DTPP area <br /> as a Priarity Development Area (PDA) under the FOCUS Program. FOCUS is a <br /> regional planning initiative of the Associatian ofi Bay Area Governments {ABAG) and the <br /> Metropolitan Transportation Commission (MTC} in coordination with the Bay Area Air <br /> Quality Management District and Bay Conservation and Development Commissia� <br /> (collectivefy, the Regional Agencies). The benefit of becoming a PDA is that <br /> juristiictions may be able to obtain incentive furtding for either planning or capita! <br /> projects sometirne in the future. <br /> ln addition, C/CAG has submitted an applicatian to designate areas within '/4 mile af the <br /> entire EI Camino Real Corridor as a PDA. Jurisdictions may be part of a multi- <br /> jurisdictional application as we{I as an individual appficant. <br /> FOCUS builds upon regionally adopted smart growth policies and related programs and <br /> is one of several projects funded by the State's Regional Blueprint P(anning Program. <br /> Regiona! Agencies, working with loca! governmen#s and partners, will create a specific <br /> and shared cancept of where growth can be accommadated and what areas need <br /> protection in the region. F�CUS goals support a future development pattern that is <br /> compact and connected. fdentifiying PDA's with local governments and partners can <br /> help focus the region's growth. PDA's are intended to accommadate growth as mixed- <br /> use, infll development near firansit and job centers, with an emphasis on housing. <br /> !n April, the Regional Agencies issued a call far applications for priority area designation <br /> under the FOCUS program. The appiic�tion for such designation lets the Regiona� <br /> Agencies know which areas want and need assistance and helps define priorities �or <br /> growth, which can help cannect the region to state efforts and programs. Same af t�e <br /> funding propositions approved by voters in the November, 2006 election require P�JA <br /> designation for receipt of funding. <br /> Staff prepared and submitted an application the end of June, as noted.
