6.2A
required as part of the initial submittal; rather, it is required by September 7, 2007.Page 2
Approximately 50 jurisdictions submitted PDA applications. Those applicafions are
being reviewed by Regional Agency staff with the assistance of a FOCUS Working
Group (including local government, congestion management agency; transit agency and
stakeholder representatives}. Recommendations for PDA designation will be reviewed
by the Joint Policy Committee at itG September meeting and will be presented at.the
joint ABAG/MTC Fail Farum on October 26, 2007. They will then go ta the November
meeting of the ABAG Executive Board for farmal adoption. PDA applicants wiil receive
notification of recammendations for designation in iate AugusfiJearly September.
Recent communication from FC3CUS states that initial designation will be granted to
areas that meet all of fihe entry level criteria and are part of an exis#ing plan with a high
ieve{ af detail such as a specific plan, an area plan, ar a cflmparable companent of a
general plan that has encampassed a significant community planning and outreach
process Staff feels that ihe Cowrto„n P„ecise. Pfan .reet5. ai of thosE rzquiremerts ___.
and is confiden#that Redwood City's application is very compefiitive.
C/CAG has also submitted an application for the desigration of the EI Camina Rea!
Corridor (a.k.a. "Grand Boulevarcf") as a PDA and is requesting a resalution o# lacal
support to strengthen their application. Staff recommends the support of the C/CAG Ei
Camino Real Corridor PDA applicatian as well as the Redwood City PDA application.
AL7'ERIA7IVES
Do not support the submittal of the applications for PDA designation. This is not
recommended as it may inhibit access to future funding for he revitalization of both the
downtown and the E[ Camino Real carridor.
FlSCAL IMPAC
There is rto cost to seeking PDA designation other than the staff fime invoived in
preparing the application. However, as mentioned, PDA designation could give the cify
broader chaices or priority in ob#aining furtding for boih pfanning and capita( projects
related to the creation of high-density, mixed-use development in and around the train
station and downtown. While there are no guarantees of funding, such designation
woulcf broaden the funding options in #erms of both policy choices and capita[ projects.
t..... ,;''

( ; %/fl :  .''
f !' ,,f'`A ``"
 /' ' ,. - %,/
u n oe ler " ' ~ ' ' ° Peter Ingram
Redeveiopme.rtt Manager Community Devfopment Director
./" j .
 3
,-.`` ., /;"
; °
, ,%  ,/t
. . , ;
, ;
:;`J,;!`,7 .,,':;f,,;;
; ,f, i
Edward E erett •
City Manager
ATTACHMENTS
1.
