6.2B <br /> Page 1 <br /> R�PORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 27, 2007 <br /> SUBJECT <br /> Resolution amending the salary ranges for positions in Executive Management <br /> RECOMMEND,4710PJ <br /> Approve by resoluiion ���r�ges tc� ii�e salary t�an�e far classifications in the Executive <br /> Management Group and approve by motion changes to Section VI (b) of the Executive <br /> Management Summary of Benefits <br /> BACKGROUND <br /> In April 2000, the Council's Personnel Sub-Committee approved a new compensation <br /> program for Department Heads in the Executive Management Group. The new <br /> compensation program requires that the salary range for each Department Head <br /> c(assification is established by using the fowest and highest salary for each position within <br /> the City's group of comparable cities. Setfing the salary range does not affect any salary <br /> increase of Executive Management Group members. Actual salary increases, if <br /> appropriate, are set by the City Manager. <br /> In conducting the survey for Community Development Services Director and Public Works <br /> Services Director, it was determined that in some comparable cities, Engineering and <br /> Building is haused in Public Works. In Redwood City, Engineering and Building is housed <br /> within Community Development Services. Givsn this unique arrangement, it was <br /> determined that ii would pe mor� ���ro�riate ta u�e the survey informatio►� from both <br /> classifications to estabiish the salary ranges. Tnis method is currently being used in <br /> determining salary ranges for the Community Development Division Managers. <br /> In an effort to create a stronger executive management team and remove the difficufties of <br /> managi�g a two�i�rcd sy��c�, �n �ec�rruer �4, 2004, the Council P�rscn��� �ub- <br /> Committee decided to establish one salary setting policy for a!I members af the Executive <br /> Managemenfi Group. This policy set the salary range for Division Heads based on the <br /> same criteria as the Department Heads, using the lowest and highest salary far each <br /> pasition within our group of comparable cities. The actual salaries for Division Managers in <br /> the Executive Management Group are set by their depar#ment head with approvaE of the <br /> City Manager. <br /> The market survey for 2007 was conducted by internal HR staff and has been reviewed by <br /> the executive management group. If approved, the new salary ranges will be effective July <br /> 1, 2007. <br /> Section VI (b) of the Executive Management Summary of Benefits is the provision for <br /> professional developmen#reimbursement. This provision allows for personal develapment <br /> and improvement reimbursements of up to $750 per year. In past years, health and <br /> wellness activifiies, such as gym memberships have been reimbursed under the program. <br />
