7A <br /> The site's existing 47,750 square foot skilled nursing facility, located west af the Page 3 <br /> hospita{, is proposed for demolition and incorporation into ti�e hospital. A new 50,000 <br /> square foot medical office building is proposed for construction on the site of the <br /> demolished skilled nursing facifity. The ne# new development {considering existing <br /> structure demolition) would be approximateiy 106,040 square feet of hospital uses and <br /> 5a,000 square feet of inedical office uses. In addition, a total of 1,068 parking stalls <br /> (including surface lots and structured parking) will be provided. See Proposed Site Plan, <br /> Attachment 8 and Precise P[an provided under separate cover. <br /> Sequoia Hospita[ Final Environmentat Impact Report{Final EIR) <br /> On July 17, 2007, the Planning Commission certi#ied the Final EfR and recammended <br /> City Cocancil adaption of a Statement of Overriding Considerations and MMRP. Three <br /> mitigation measures relateci to traffic are highlighted below because they resulfied from <br /> negofiations wift� th� appiicanfi �rrd are unique to t�ie p�ojeet: <br /> 1} EI Camino Real and Whippfe Avenue In�ersectian: If the project is approved, Sequoia <br /> Hospital has agreed to install an Emergency Vehicle Pre-Emption (EVP) system <br /> acceptabie to �aftrans afi the in#ersection of Ei c;amina Real and Whippie Avenue in <br /> order to avoid dei�ys for emergency vehECEe respoi�se {i.e. palice, fire service, and <br /> ambulance). <br /> An additional intersection improvement at this location has been identified in the <br /> Redwood City Traffic Impact Mitigation Fee Study (TIMFS). The identified improvement <br /> incfudes the addition of a receiving lane for westbound righ#-turns from Whippie Avenue <br /> to nor�hbound EI Camino Real, creating a "free" westbound right-turn movement. This <br /> improvement would reduce the delay at the intersection to 54.6 secands (LOS E) <br /> compared to 60.2 seconds under background conditions and wauld mitigate the project <br /> impact in the PM p�ak hour. <br /> If the project is appraved, Sequoia has agreed to make a $30,000 bond contribution for <br /> the addition af a receiving lane at this location, which is considered to be Sequoia's fair <br /> sr�a�c vi idert�f��� ���r�vcmerts baseU ��� �Fv� Ncan iivui ii iNj, ThiS ���triu;:t;c^ v„�u{� <br /> pe required to be paid into escrow prior fia issuance of an occupancy permit for the <br /> proposed medical affice building, to be held for a period of up to two years following full <br /> occupancy of the proposed medicai office buiEding, should the City and Caltrans agree <br /> to install the improvement. The con#ribution will be refunded to the appiicant in the event <br /> such �m,�ravem�rt is ��t mad�. <br /> This mitigation measure is conceptual at this time and any impr�vement to EI Camino <br /> Real would require Caltrans approval. Lacking Caftrans apprava[, implementation af this <br /> mitigation is not assured. This impact, therefore, is considered significant and <br /> unavoidable. <br /> 2} Alameda de !as Pulgas and Whipple Avenue Intersection. The mitigation required to <br /> provide acceptable levels of service at this intersection is to provide a right-turn overlap <br /> on the westbound approach (i.e. a green arrow will allow right turns from west-bound <br /> Whipple to north bound Alameda when there is a green arrow for left turn movements <br /> on Alameda de (as Pulgas). The level of service during the AM peak hour with the <br /> proposed mitigatian measure woufd be LGS D (51.0 seconds of deiay). During the PM <br /> peak hour, #he intersection would operate at LOS C with 32.9 seconds of delay with the <br /> mitigation.
