Page 2 • On February 10, 2005, City staff heid a Community Scoping Meeting to provide an opporfunity for earfy public input into the Draft EfR preparation. • On February 17, 2005, the Planning Commission and Architectural Review Committee (ARC) held a Joint Study Session to review and provide input in#o the preliminary site planning and desian effort between City staff and the Sequoia Hospital design team. The autcome of the Study Session resulted in significant revisions to Sequoia's original project proposal. • in early January 2006, Sequoia Hospital gaue autharization to reinitiate work on the Draft EIR and Precise Plan based on input provided at the February Joint Study Sessian. • On May 9, 2006, the Planning Commission and ARC held a Joint Study Session to review the revised concept site plan. • On December 12, 2006, the ARC reviewed and provided input on revised site and bui{ding pian impravemenis. • On February 13, 2007, the ARC reviewed and recommended approval af revised architectural plans for the proposed hospital, parking structure and conceptuak site impravements. • On Aprii 17, 2007, the Planning Commission held a public hearing on the Sequoia Hospital Draft Precise Plan and Draft EIR as amended (see Attachment 6 for the staff report and Minutes}. s On July 17, 2007, the Planning Commission held a public hearing and certified the Sequoia Nospital Final EIR. The Planning Commission aisa recommended Counci� adoption of a Statement of 4verriding Considerations and Mitigation Monitoring and Repor#ing Program (MMRP), and approva{ of General Plan and Zoning Map Amendments, Precise Plan and Planned Community Permit (see Attachment 7 for the staff report and Minutes}. • an July 23, 2007, the City Council held an informationaf Study Session to receive an overview the Sequoia Hospital project. Existing Site The Sequoia Hospital campus is approximately 18 acres in size and is baunded by Aiameda de las Pulgas to the east; Whipple Avenue and single family residences on Circle Raad and Hopkins Avenue to the south; Upland Road and single-family residences to the west; and singfe-family residences on Acacia Lane and at the terminus of Don Court ta the north. The medical campus is currently comprised of a hospital, skilled nursing facility, medical office buildings and surface parking lots. See Attachment 5. Proposed Project The proposed Sequoia Hospital project will involve the construction of new medical facifities, including an approximatefy 148,000 square foot hospital pavilion and 16,800 square foot central plant. Under the praposed project, the core area af the existing 343,000 square foot hospita! wauld remain ar�d would bs seism6cally re±rofit+.ed. In addition, approximafiely 55,400 square feet of the existing hospital building would be remodeled and 2,848 square feet would be demolished to allow for the proposed expansior� and building upgrades. The resulting hospital would house 167 beds, the same number as today. The project will also include a new, four and one-haif fevel parking structure containing 652 parking stalls. 2
