<br />08/28/2007 <br /> <br />ORIGINAL <br /> <br />RESOLUTION NO. 14802 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY MAKING CERTAIN FINDINGS CONCERNING MITIGATION <br />MEASURES, ADOPTING A MITIGATION MONITORING AND <br />REPORTING PROGRAM, MAKING FINDINGS CONCERNING <br />ALTERNATIVES, AND ADOPTING A STATEMENT OF OVERRIDING <br />CONSIDERATIONS IN ACCORDANCE WITH THE CALIFORNIA <br />ENVIRONMENTAL QUALITY ACT FOR THE SEQUOIA HOSPITAL <br />PRECISE PLAN <br /> <br />WHEREAS, the City of Redwood City ("City") prepared a Final Environmental <br />Impact Report ("FEIR") for the Sequoia Hospital Project; and <br /> <br />WHEREAS, the FEIR evaluates the environmental impacts of three development <br />alternatives: "No ProjecUNo Redevelopment," "No ProjecURedevelopment with <br />Commercial/Office Uses," and "Reduced Scale Medical Office Building"; and <br /> <br />WHEREAS, on July 17, 2007, after a duly noticed public hearing and an <br />independent review of the FEIR, the Planning Commission of the City of Redwood City <br />certified by recorded vote that: (1) the FEIR was completed in accordance with the <br />requirements of the California Environmental Quality Act ("CEQA"); (2) the FEIH was <br />presented to the Planning Commission, and that the Planning Commission reviewed <br />and considered the information contained in the FEIR prior to recommending approval <br />of the project; and (3) the FEIR reflected the independent judgment and analysis of the <br />City; and <br /> <br />WHEREAS, in connection with the Project the City intends to act on the <br />following: (1) an amendment to the Redwood City General Plan; (2) an amendment to <br />the Zoning Ordinance rezoning the Precise Plan Area to Planned Community (P) Zoning <br />District; (3) approval of the proposed Sequoia Hospital Precise Plan, pursuant to Article <br />52 of the Redwood City Zoning Ordinance; (4) approval of Planned Community (PC) <br />Permits for the proposed hospital Pavilion Addition, Parking Structure, conceptual site <br />improvements, and all subsequent phases of the project including the Medical Office <br />Building; and (5) administrative approval of signs, minor site changes and minor building <br />alterations that are in conformity with the Precise Plan. <br /> <br />WHEREAS, CEQA requires that, in connection with the approval of a project for <br />which an FEIR has been prepared which identifies one or more significant <br />environmental effects, the decision-making agency make certain findings regarding <br />those effects. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY, AS FOLLOWS: <br /> <br />Atty/Reso/Reso.1738 <br />082207 <br /> <br />1 <br /> <br />14802 <br />Muff#613 <br />
