This Council hereby finds and affirms that the FEIR has been completed in <br />compliance with CEQA; that the City Council has reviewed and analyzed the FEIR and <br />other information in the entire record and has considered the information contained <br />therein, including the written and oral comments received at the public hearings on the <br />FEIR and the Project, prior to acting upon or approving the Project; and that the FEIR <br />represents the independent judgment of the City of Redwood City; and <br /> <br />2. The Findings and recommendations set forth in Exhibit A, and incorporated <br />herein by reference, are made by this Council as the City's findings under the California <br />Environmental Quality Act ("CEQA") (Pub. Resources Code S 21000 et seq.) and the <br />CEQA Guidelines (Cal. Code Regs., title 14, S15000 et seq.) relating to the Project. <br />The Findings provide the written analysis and conclusions of the Council regarding the <br />Project's environmental impacts, mitigation measures and alternatives to the Project, <br />which in this City Council's view, justify approval of the Sequoia Hospital Precise Plan <br />Project, despite its environmental effects. <br /> <br />3. Siqnificant Unavoidable Impacts. <br /> <br />With respect to the foregoing findings, as set forth in Exhibit A, and in recognition of <br />those facts which are included in the record, the City has determined that the Project <br />would cause the following significant, unavoidable impacts, which are more specifically <br />identified in Chapters 4 and 5 of the FEIR: <br /> <br />Transportation: Project Impacts at two signalized intersections (Alameda de las <br />Pulgas/Edgewood Road and EI Camino Real/Whipple Avenue) and one <br />unsignalized intersection (1-280 Northbound Ramp/Edgewood Road) during on or <br />more of the peak hour periods. <br /> <br />Cumulative Transportation: Project Contribution to Cumulative Impacts at two <br />signalized intersections (Alameda de las Pulgas/Edgewood Road and EI Camino <br />Real/Whipple Avenue) and one unsignalized intersection (1-280 Northbound <br />Ramp/Edgewood Road) during one or more peak hour period. <br /> <br />These impacts cannot be avoided or substantially reduced by feasible changes or <br />alterations to the Project, other than the changes or alterations adopted or provided for <br />under this Resolution. <br /> <br />4. Overridinq Considerations. <br /> <br />This Council specifically adopts this Statement of Overriding Considerations, finding that <br />this Project includes all feasible measures that would eliminate or substantially lessen <br />the significant impacts of the Project on the environment, and that the remaining <br />significant, unavoidable impacts of the Project are acceptable in light of the <br />environmental, economic, social and other considerations set forth herein because the <br />benefits of the Project outweigh the significant and adverse impacts of the Project.
