<br />08/28/2007 <br /> <br />Standard Condition 4.7-2: Prior to construction, the City of Redwood City shall <br />require submittal of a Stormwater Pollution Prevention Plan (SWPPP) and a Notice of <br />Intent to the RWQCB to control the discharge of stormwater pollutants, including <br />sediment associated with construction activities. Along with these documents, the <br />applicants will also be required to prepare an Erosion Control Plan. The Erosion <br />Control Plan may include Best Management Practices (BMPs) as specified in the <br />California Stormwater Best Management Practice Handbook for reducing impacts on <br />the City's storm drainage system from construction activities. The SWPPP shall include <br />control measures during the construction period for: soil stabilization practices; <br />sediment control practices; sediment tracking control practices; and wind erosion control <br />practices. <br /> <br />Prior to issuance of a grading permit, the applicant shall be required to submit <br />copies of the NOI and Erosion Control Plan to the City Engineer. The applicant <br />shall also be required to maintain a copy of the most current SWPPP on-site and <br />provide a copy to any City representative or inspector on demand. <br /> <br />Finding: City Council of the City of Redwood City adopts Standard Conditions <br />4.7-1 and 4.7-2 as feasible measures, and finds that the implementation of these <br />Standard Conditions would reduce Potential Impact HIWQ-1 of the project to a less- <br />than-significant level. <br /> <br />Potential Impact HIWQ-2: Redevelopment of the Sequoia Hospital campus <br />(Area A) within the Precise Plan area would disturb more than one acre and storm water <br />runoff from the proposed new parking areas and building roof tops could contribute to a <br />degradation of surface water quality of Redwood and Cordilleras Creek, and ultimately, <br />San Francisco Bay. <br /> <br />Standard Condition 4.7-3: As part of the mitigation for post-construction runoff <br />impacts addressed in the construction SWPPP, the project sponsor shall implement <br />regular maintenance activities (i.e., maintaining on-site drainage facilities and <br />landscaping that receives stormwater runoff, litter control) at the site to prevent soil and <br />litter from accumulating on the project site and contaminating surface runoff. Other <br />post-construction source controls and BMPs, including measures identified in STOPPPs <br />Source Control and Model Guidance List include: <br /> <br />. maintenance of landscaped areas as necessary to maintain soil structure and <br />permeability; <br />. site maintenance, including routine catch basin cleaning; <br />. maintenance of landscaping with minimal pesticide and fertilizer use; <br />. connection of parking garage floor drains to water treatment devices; <br />. roofed trash and recycling enclosures; <br />. covering of loading dock area and/or special handling of runoff. <br /> <br />Standard Condition 4.7-4: The property owner shall enter into an operations <br />and maintenance agreement for all permanent stormwater treatment devices. <br /> <br />Atty/Reso/Reso.1738 <br />082207 <br /> <br />8 <br /> <br />14802 <br />Muff # 613 <br />
