7. PUBLIC HEARING — <br /> A. Appeal of the Planning Commission's Ce�tification of an Environmental Impact <br /> Report and the Zoning Administrator's approval of Use Permits for the Costco <br /> Wholesale Project <br /> Mayor Pierce gave a statement regarding the topic and thanked all those involved <br /> for the work on the issues. She further outlined the format agreed upon for the <br /> various presenters. <br /> Planning Manager Ekas explained the topic and purpose of the presentation that <br /> included providing background of the project as submitted, overview information <br /> about the appeal, some appeal responses prepared by City staff, recommendations <br /> and altematives for consideration, and a reiteration of the public hearing logistics <br /> that will follow the staff presentation. <br /> Council Members asked various questions related to traffic calming methods, <br /> coordination of traffic signals, location change of the bus stop, and under grounding <br /> of utilities as part of the project. <br /> Keith Daum, Co-Chair of Redwood Village Neighborhood Association, explained <br /> the appeal the approval of the Planning Commission to certify the Costco project's <br /> EIR and approval of the Use Permit by the Zoning Administrator. The appeal is an <br /> effort to prevent the inclusion of a large scale gas station and the location of the tire <br /> changing facility at the site. There is no opposition to building of the new <br /> warehouse, they wish that Costco stays in the neighborhood, and Costco is seen <br /> as a value to the city. He proceeded to give the background leading up to the <br /> appeal hearing. He stated that the information being presented comes from hard <br /> working individuals in the neighborhood. <br /> Mark Soulard, Co-Chair of Redwood Village Neighborhood Association, spoke on <br /> points of the appeal related to the belief that there was not proper procedure in the <br /> Notice of Preparation. He further described concerns, discrepancies, and <br /> questionable statements. He thanked Council for the opportunity and asked that a <br /> project or discount store not be allowed to discount the lives of his community. <br /> Kathy Soulard reported on the 3.1 trip generation number used to calculate how <br /> many new customers are expected once the Costco warehouse is expanded. The <br /> second set of information she reviewed involved calculating the daily new peak <br /> hour trips. The third set of information she reviewed was used to calculate the new <br /> daily trip totals. That is, the daily new trips that will be generated by the proposed <br /> project. <br /> Keith Daum spoke about the Costco tire changing center.
