Kathy Soulard, on behalf of the Neighborhood Association, thanked the Council for <br /> the opportunity to make the appeal presentation. She concluded with the message <br /> that the group would like Costco to stay in Redwood City, but they do not believe a <br /> gas station of any size at that site would be the best project. There is a warehouse <br /> only option in the EIR and they hope it to be what the City Council approves. They <br /> asked that the certification by the Planning Commission and the use permit for the <br /> fuel center be rescinded. She asked Costco to expand the warehouse, not build the <br /> fuel station, expressed the preference to move the tire center, and study the need <br /> to change the entrance from Charter to Willow more closely. <br /> David Rogers and Sonia Henna, representing Costco, stated the modifications that <br /> have been agreed upon at the site such as the rotation of the tire center bay doors <br /> to reduce the impact of the esthetics and noise, and the acceptance of a smaller <br /> gas station with 12 pumps. The focus of the presentation was in the areas of the <br /> tire center noise, the air quality, the gas station, and traffic. <br /> Council Members asked various questions related to the I.T.E. methodology, <br /> cueing, appellant's points about calculation error, trip calculation, and air quality <br /> calculation, and why the tire center was moved back to Middlefield Road. <br /> Kathy Soulard presented a rebuttal to comments made about the Saturday traffic <br /> count numbers, the volume, pollution, and use of the last driveway for exiting. <br /> Keith Daum questioned the tire changing bay decibel measure and recommended <br /> the Safkeep wall be extended much further with Costco being required to clean the <br /> wall and test on a periodic basis as a condition of use. <br /> Mayor Pierce opened the public hearing. <br /> Public Comment: <br /> Paul Young, 50-year resident, stated that he believes Costco has the competence <br /> to configure the facility and maximize the space available. <br /> Bob Wallace stated that the goal has always been to make progress in Redwood <br /> City providing more convenience for the residents. He stated that having a larger <br /> store with gasoline available will help the residents and that he thinks more people <br /> are in favor of it than there are against it. <br /> Rev. George Grant stated his concern with the safety of the people shopping at <br /> Costco while customers are trying to get to the gasoline pumps. He mentioned a <br /> car in the Bay Area that sideswiped another causing a fire near the gasoline pump. <br /> Surlene Grant has been a resident for over 60 years and stated the various projects <br /> her family has been involved in that show their vested interest in the community. <br /> She supports positive change but stated that the Costco project is a change for the <br /> JOINT CITY COUNCIU/REDEVELOPMENT AGENCY BOARD MEETING AUGUST 13, 2007 <br /> MINUTES PAGE 5 <br />
