Counties will <br /> have the autharity to charge a new"jail access fee°for baokings in excess of an agency's three <br /> year average of bookings for low level offenses. <br /> Debt Repavment and Local Government Finance <br /> Economic Recovery Bond Repaymertr The budget includes$2.5 biliion for repayment of <br /> Econornic Recovery Sonds(ERB). Prop_57,the Economic Bond Recovery Act,authorized the <br /> sta4e ta issue ERBs and es#ablished the"triple-flipA mechanism#or repayment of those Donds. <br /> T't�e triple-#!ip uses a quarter-cent of the(oca!sales and use tax for debt service and replaced that <br /> money to cities with additional property tax_ 8y paying down this debt,the"triple�lip"wfq expire <br /> sooner. This is expected to happen in 2009. <br /> Mandate Claims:The FY 2Q07-08 budget does not include funding far mandate claims incurred <br /> by tocal governments in this fiscai year.
