SB 97(Dufton)wilt require the GovernoPs Office of Planning and Research to de�etop and adapf guidelines for the mitigafion of greenhouse gas emissions or the effects of greenhouse gas emissions associated with transportation or energy consumption no la#er than Jan. 1, 2010. In addition,SB 97 will prohibit lawsuits based on the fai(ure of a local government to analyze the eifects of greenhouse gas emissions':n{ocaE projects that are funded out of either Prop, 1 B (#ransportation bond)or Proposition 1 E(water and flood bond). i his is in response to iast year's landmark iegislatian,AB 32{Nunez),which airr�s to reduce greenho�se gas emissians. COPS provides per-capita grants funding for local law enforcement—p�lice, sheriffs and district attameys.7he Juvenile Justice Crime Preventipn Act gives per-capita grants to counties to reduce recidivisrrt in the jwenile justice system. Anti-Gang Efforts: SB 77 includes various anti-gang and criminal activity funding ineluding: • $3 million#or cities with heavy gang concentration to be distribut�d to Los Angeles,the 8ay Area,and the Central Valley($1 million each} • $6.5 miltion in competitive gran�s to ciCies ancS community-based organizations(CBO)for gang prevention, intervention, re-entry,education,jot�training and skills deveiopment and famity and cammunity services{city grants shall not exc�d$500,000 and CBO grants shall not exceed$200,oaa> • $1 miAion to support four I,ntem..et Crimes Against Chiidren taskfocces(Sacramento, San Jose, Los Angeles,and San Diego) • $446,Q00 to create a statewide anti-gang coordinator position The budget alsa includes$4.$million in federal funds for local assistance grants to supplement efforts to suppress gang-related vio(ence. Bnoking Fees:SB 77 appropriates$35 miNion for county sheriffs for focal detention facilities and prohibits counties from charging jail booking fees to cities or o#her focal agencies. Counties will have the autharity to charge a new"jail access fee°for baokings in excess of an agency's three year average of bookings for low level offenses. Debt Repavment and Local Government Finance Economic Recovery Bond Repaymertr The budget includes$2.5 biliion for repayment of Econornic Recovery Sonds(ERB). Prop_57,the Economic Bond Recovery Act,authorized the sta4e ta issue ERBs and es#ablished the"triple-flipA mechanism#or repayment of those Donds. T't�e triple-#!ip uses a quarter-cent of the(oca!sales and use tax for debt service and replaced that money to cities with additional property tax_ 8y paying down this debt,the"triple�lip"wfq expire sooner. This is expected to happen in 2009. Mandate Claims:The FY 2Q07-08 budget does not include funding far mandate claims incurred by tocal governments in this fiscai year.
