6.1 C <br /> Page 1 <br /> REPC�RT <br /> To the Honarable Mayar and City Council <br /> From the City AAanager <br /> September 10, 2�Q7 <br /> SUBJECT <br /> Traffic Calming Measures on McGarvey Avenue <br /> RECOMMENDATlON <br /> Approve, by motion, the installafian of traffic chokers or� McGarvey Avenue at �emside <br /> Street and at Ghesterton Avenue (west}, for a six-month tria! period. <br /> BAC�C�ROUN� <br /> Residents of McGarvey Avenue (Attachment 1} have expressed concems about <br /> speeding drivers on their street in recent years, including a petition and orai <br /> communications to Council in Fall 2Q05. A group of those residents subsequently <br /> o�ganiz�d th�mselves as the McGarvey Neighborhood Traffic Committee, which <br /> engaged in a �xoductive dialogue with City staff to help address traffic sa#ety cort�rns. <br /> 4n January 10, 2006, more than 50 residents of the McGarvey neighborhood attended <br /> a communiiy workshop facilitated by Peninsuia Coriflict Resolution Center {PCRC) at <br /> Grace Bibie Church. The meeting includeti a radar gun speed demonstration conducted <br /> by the Police Departmen# on an adjacent street, an overview of,recent speed and <br /> accident statistics by City staff, smailer group discussions and subsequent `7eport-outsA <br /> to the fi.�il groiap faciiitated by PCRC, anct, in co�lusion, a commitment by the City <br /> Manager for staff to investigate some of the measures suggested by residents. Staff <br /> completecl one action item soon after the meeting, by installing a permanent, full-size <br /> waming sign protected by pylons along the McGarvey centerline at the schao! <br /> crosswalk at Conneeticut Drive. <br /> A foilow-up c4mmunity meeting on Apri1 18, 2006 at Grace Bible Church was also <br /> facilitated by PCRC, and over 3U McGafvey neighbortioad residents attendecf to fiurther <br /> explore ways fhe City and comrr�unity could caftabora#e to address traffic safety. Staff <br /> presented new traffic data that residents had requested at the previous meeting: cietails <br /> on the days and times thaf the highesf speeds are o�iserved, and data for McGarvey <br /> near Conriecticut Drive rn addition #o that previously pravided near Fernside. The Police <br /> Department presented updated coHision data, reported that patrol rotations woufd target <br /> the observed days/times of highest speeds, and anrtounc�d that a radar gun Ioan <br /> program and training would be availabfe to neighbors. A McGarvey Neighborttood <br /> Traffic Committee representative reparted on ��'lEli' monthiy meetings, block captain <br /> appointments, grant to purchase driver reminder signs, a possible black party, <br /> valun#eering for the radar gun program, and o#her neighborhood participation <br /> possibiiifies. <br /> The City Traffic Engineer then presented four potential traffic calming devices/locafions <br /> for (�icGarvey, and the cammunity support that wauld be required for eacFt (At�achment <br /> 2} in order for staff to recommend approval ta Council; all-way stop signs a# '!)
