6.1 C <br /> Page 4 <br /> • The Gouncil's ad hoc traffic cammittee has reviewed this report and concurs with <br /> staff's recommendations. <br /> • Notice letters advising residents that McGarvey Avenue traffic catming measures are <br /> scheduled for cansideration at this Council meeting were sent to alf homes aiong <br /> McGarvey and within approximately one block on cross streets between Farm HiII <br /> Boufevard and Roosevelt Avenue. <br /> • If approved, the traffic chokers would be instaAsd for a six-month trial period. Traffic <br /> dafa would be caltected immediately before instaHation of chokers, and again after <br /> six man#hs. W�en th� data is avaiiable far public review, the Neighborhood <br /> Committee must recirculate petitiorts artd achieve the same community support <br /> criteria as required for the trial, to make the devices pe�manerrt. <br /> If Council approves the instaifation of chckars, constructio� wiil nafi be immecliate. Th� <br /> rubber curb materials must be purchased and scheduled for installa#ion. <br /> A�reRNarFVes <br /> Direct staff ta prepare a resoiution to approve aU-way stop signs on McGarvey Avenue <br /> at Fernside Stree#, instead of chokers, to be preserrted for consideratron at a <br /> subsequen# Council meeting in the near future. The stop signs wauld provide grea#er <br /> speed reducfion than chokers, but r�sult in more noise and air poIlution near the <br /> irttersectinn, and must be permaner�t �ather than a trial instaltation. Such action would <br /> indicate Councii approval ofi an exception fo the community support requirement, based <br /> on majority support (three out of five} instead of unanimous support from fihe comer <br /> residents most impacted by adding stap signs. Staff recommends against this <br /> al#emative at this fime, based on iack of support from the immediateiy adjacen#comer <br /> residents most impacted. <br /> Approve installation of a #raffic circle at #he McGarvey/Chester#on (east} intersec#ion for <br /> a four-morrth trial period_ No other trafFc calming device is proposed speafic to this <br /> location, and chokers would not fit properly in this intersection. The traffic circle would <br /> provide significartt speed reduction, but somewhat increased noise and pollution. The <br /> shorter trial period of four months rather than six is based on a suggestion by the <br /> neighborhood. Such action wouid indicate Council approva( of iesser communifiy <br /> suppar# for this device, based on 5Q% instead of unanimous support fram corner <br /> resi�ents most irr�pacted, but over fi0°�6 suppart from surrounding neighbors within one <br /> b(oc�c. Staff recammends against this altemative at this time, based on lack of sup�r# <br /> from the immediately adjacent corn�r residen#s mast impact�d. <br /> Cour�cif may choose not to approve the recommended chokers at this time, and may <br /> dire�t s#aff to purs�ae other traffic calming measures. <br /> FISCAL IMPACT <br /> Funds are availabie in the Fiscal Year 2�07-2008 Capitai Improvement Projects budget, <br /> Gas Tax Construction Fund and Traffic Impact Fees, Neighborhood Traffic Cakming <br /> Program. Mir�or maintenance cas#s will be incurred in future years. <br />
