LWC will conduct a technical review of the City's existing regulations, review process, and other <br />relevant plans, regulations, and documents. LWC will review representative set of project plans <br />for residential development, as determined by City staff, including projects that have proved <br />controversial or out -of -scale and examine the impact of existing regulations and conditions on <br />encouraging or discouraging compatible design. <br />1.7 Residential Design Study <br />LWC will conduct a neighborhood study to document the range of home types found in different <br />areas of the City and illustrate massing and architectural features. As part of the study, LWC will <br />look at projects considered successful and those that considered unsuccessful to gain an <br />understanding of key elements of concern. <br />1.8 Architectural Permit Findings Memo <br />LWC will prepare a memo outlining possible changes to existing Architectural Permit Findings, <br />focusing on establishing objective criteria for use in reviewing applications for residential <br />development. <br />1.9 Community Workshops <br />LWC will work with City staff to prepare for and facilitate up to two community workshops to <br />understand issues and preferences and get feedback on options for consideration. LWC will <br />prepare handouts, exhibits, presentation slide decks, and other outreach materials necessary to <br />structure these workshops to ensure a coherent, meaningful event that allows all participants to <br />be heard. <br />Workshop #1: Issues. This workshop will highlight the key residential design issues, <br />including photographs and graphics, and examples of how peer communities may have <br />resolved similar issues. LWC will share initial impressions and findings and listen to the <br />community's issues and concerns. <br />Workshop #2: Options. This workshop will be held to present findings regarding <br />major issues that have been identified and to gather input on options for addressing <br />these issues. <br />1.10 Public Hearings <br />LWC will attend up to two public hearings to introduce the project, present findings of the <br />technical review and public outreach, and receive input on design issues of concern and work <br />completed to date. <br />1.11 Findings and Next Steps Recommendations Memo <br />Based on the analysis and input from previous tasks, LWC will prepare a memo for City staff <br />summarizing information gathered to date and providing recommendations on next steps to <br />address identified issues. <br />1.12 Architectural Advisory Committee/PC Meeting <br />LWC will prepare for and attend a joint meeting with the Architectural Advisory Committee and <br />Planning Commission to present and get feedback on the issues heard to date and options for <br />addressing those issues. <br />Task 1 Meetings <br />Kick -Off Meeting and <br />Neighborhood Tour <br />Community Workshops (2) <br />Public Hearings (2) <br />Architectural Advisory Committee/PC <br />Information Gathering Meetings (1 Meeting <br />trip) <br />Page 10 of 14 <br />REV: 03-28-19 PR <br />ATTY/AGR.2019.071/Lisa Wise Consulting, Inc. <br />
