EXHIBIT "A" <br />SCOPE OF SERVICES <br />Scope of Services <br />Important components in crafting standards, review processes, and design guidelines to <br />address residential design are to recognize the unique features of Redwood City; <br />understand the development patterns of the residential neighborhoods; recognize the <br />community character elements that residents want to protect; and provide feasible <br />options that balance property owners' rights with design concerns. By working closely with <br />City staff, decision makers, and the community, the work program of Lisa Wise <br />Consulting, Inc. (Consultant or LWC) set forth below is designed to gradually build <br />consensus through the project by offering a clear presentation of the issues and a menu <br />of approaches. <br />Task 1 Establishing Community Preferences and Benchmarking <br />1.1 Kick-off Meeting and Neighborhood Tour <br />LWC will meet with City staff to review residential design issues, discuss ideas and <br />aspirations for the project, finalize the work program and schedule, and clarify roles and <br />responsibilities. As part of this meeting, LWC will tour the project area with staff to <br />become familiar with the physical details of the residential neighborhoods. <br />1.2 Public Outreach Program <br />LWC will prepare a Public Outreach Program using the components identified in this <br />Scope of Work. The Public Outreach Program will outline all outreach tools to be used <br />throughout the project. The outreach activities identified in this Scope of Work are a first <br />cut, based on the firm's understanding of the project needs and objectives. LWC will work <br />with City staff to ensure a public process that engages a broad spectrum of neighborhood <br />interests and builds buy -in and ownership of the design guidelines. <br />1.3 Online Engagement <br />Throughout the project, LWC will provide information for the City's website, including text, <br />photographs, maps, renderings, other images, and information to describe the project and <br />its progress. City staff will upload project memorandum and milestone documents to the <br />City's website to be accessed by interested community members. <br />1.4 Community Preference Survey <br />LWC will prepare an online survey to gather ideas and concerns related to residential <br />compatibility and design. If directed by City staff, LWC will conduct the survey itself. <br />1.5 Information Gathering Meetings <br />LWC will prepare for and conduct information gathering meetings over a one- or two-day period. <br />Meetings may include small group or one on one interviews, study sessions, open houses, or <br />other events with community members, property owners, designers, architects, developers, City <br />officials, and others to understand concerns from a variety of perspectives.
