6.E. - Page 2 of 12
ANALYSIS
Historically, when staff completed regular water and sewer repairs, third -party contractors usually
performed subsequent restorations within the public right-of-way. However, in the few months since the
BFI agreement was approved, PWS staff has performed and will continue to perform an increased amount
of the accompanying restorations of the roadway and sidewalk. By performing the repairs, the City is also
responsible for disposal of debris generated during these activities, similar to a third -party contractor's
responsibility to dispose of debris resulting from their work.
Staff have quantified the additional waste to discard through BFI and recommends increasing the amount
the City is authorized to pay by $120,000, for a total of $240,000 for this initial one-year term and each
year for any subsequent terms, including City Manager authority to extend the agreement for up to two
additional consecutive two-year terms, for a total not to exceed contract amount of $1,243,632, as
calculated in the table below.
FISCAL IMPACT
The amount is accounted for in Fiscal Year 2018-19 operating budget and will be included in the
Recommended Fiscal Year 2019-20 Budget.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
The City Council may elect not to approve the amendment, which may adversely impact the City's ability
to adequately dispose of construction debris from ongoing maintenance and repair of City infrastructure.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
103
Term
Term Length
(in Years)
% Increase
Over Prior Term
Amount
1 (Current)
1
-
$240,000
2
2
3%
$494,400
3
2
3%
$509,232
Total Contract Amount
$1,243,632
103
