6.A. - Page 3 of 68 <br />TruePoint <br />The City's current utility billing system, which includes consumption tracking, budget calculations and <br />assignments, and bill calculations for garbage, sewer, and water, is being replaced as part of the ERP <br />replacement project. <br />Two vendors provided bids for utility billing solutions, Tyler Munis and TruePoint. In September 2018, <br />both vendors were invited onsite to demonstrate their systems at Proof of Capabilities (POC) sessions. All <br />City staff were invited and encouraged to attend the POC sessions, and live streaming of the <br />demonstrations was available to staff who could not attend in person. At the conclusion of each POC <br />session, attendees completed a survey providing input, feedback, and their system recommendations. <br />TruePoint's TrueBill system was selected as the City's utility billing solution due to its intuitive and modern <br />interface, ability to perform budget calculations, ease of online bill payments for residents, seamless <br />integration with the selected ERP system (Oracle Fusion), and its overall ability to meet the City's needs. <br />If the Council approves the proposed agreement, implementation of this system will begin in May 2019, <br />and the system is anticipated to go live in May 2020. <br />FISCAL IMPACT <br />The total cost to implement TruePoint's TrueBill Utility Billing software, plus five years of licensing, <br />maintenance, and support costs, is approximately $655,000. Funding for the system is included in the FY <br />2019-20 Recommended Capital Improvement Program budget. The cost of this system is funded equally <br />between the Sewer Capital Fund and the Water Capital Fund. The total cost of $655,000 includes <br />implementation services of $335,000, initial software licensing of $150,000, five years of licensing, <br />maintenance, and support of $30,000 per year, and a contingency amount of $20,000. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council could request staff to continue with the current in-house developed solution or conduct <br />a new selection process for a utility billing solution. <br />ATTACHMENTS <br />Attachment A: Agreement with TruePoint <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />11 <br />
