The Notice Inviting
Sealed Bids states:
The right is reserved, as the interest of the City may require, to purchase individual equipment, materials,
vehicles or supplies from more than one Bidder or all equipment, materials, vehicles or supplies from one
Bidder, to reject any or all bids, to waive any informality in bids, and to accept, modify, or reject any items
of the bid.
Section 2.68(C) of the Purchasing Ordinance states:
The Council may waive any irregularities in bids received or permit the correction of
erroneous bids when the Council finds that the irregularity or error was not the result of
fraudulent intent on the part of the bidder and that the best interests of the public would
be served thereby.
FISCAL IMPACT
Funding for this purchase has previously been raised and set aside as part of "Downtown Events -Target
Family Days." This purchase was originally slated for a previous fiscal year; however, due to complications
with the original bids received, the purchase was delayed. By way of a budget amendment as set forth in
the proposed resolution, funds in the amount of $100,000.00 would be available in the FY 2018-19
General Fund balance for the purchase of one new, 2020 model year utilities service truck. The remainder
of $3,130.76 will be charged to the Equipment Services operating budget.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
The City Council may elect to direct staff to research alternative options. Not approving this purchase
would continue to have a negative impact on the operations of the Parks Division as they would continue
borrowing other service trucks taking them away from their normal, scheduled and preventative
maintenance tasks.
ATTACH M E NTS
Attachment A: Golden Gate Truck Center Received Bid
Attachment B: Published Newspaper Advertisement & Notice Inviting Bids (NIB)
Attachment C: Resolution Approving Budget Amendment
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
116
