6.F. - Page 2 of 44 <br />demonstrations and meetings with various manufacturers and found the Isuzu to be the most suitable <br />option for their fleet. <br />The vehicle will be outfitted with a variety of specialized features designed to encapsulate many of the <br />functions now used by multiple vehicles into one, centralized unit for deployment during events. The crew <br />cab feature will allow event staff to travel to event location as a team avoiding the unnecessary <br />accumulation of city vehicles staged at an event. Additionally, with greater payload and hauling capacity, <br />the new truck will allow the crew to minimize the amount of trips between the event site and the <br />municipal Service Center where event equipment are stored. <br />Unique to this vehicle will be the installation of a Big Max Eco Series Crane previously owned by the City <br />intended for the use of hoisting large -capacity in -ground waste collection for disposal. The in -ground <br />waste collection helps the Parks Division reduce the frequency of collection events. Currently, the Parks <br />Division uses a combination of trucks and a backhoe or loader to hoist the waste from the receptacle and <br />onto a truck for disposal. This is inefficient as it requires multiple pieces of equipment and their respective <br />operators to complete a task designed for single operator. The incorporation of the crane on this truck <br />will allow for proper servicing and optimal efficiency of the existing in -ground waste receptacles as well <br />as the ability to aid in the loading and unloading of event equipment during set-up and breakdown of <br />Redwood City events. <br />On March 4, 2019 a Notice Inviting Sealed Bids was published in The Daily Journal with a submission <br />deadline of 2:30 p.m. on April 3, 2019. Copies of the bid notice were emailed to three prospective local <br />bidders with additional copies available at the Public Works office located at 1400 Broadway, Redwood <br />City, CA 94063. Due to the custom features and <br />unique design of the vehicle, staff was unable to obtain a direct comparison for this purchase. However, <br />the cost associated with the base model of the vehicle less the custom fabrication within the utility bed <br />of the truck is consistent with other purchase price points within the market. Thus, the recommended <br />action is to award the bid to Golden Gate Truck Center, as they are the lowest responsive and responsible <br />bidder. <br />Golden Gate's bid did contain one minor irregularity. The Notice Inviting Sealed Bids requested bidders to <br />sign and date the Specification Sheet. Golden Gate did not sign and date the Specification Sheet, but did <br />sign and date the bid proposal form. Staff recommends that Council waive this minor irregularity and <br />accept Golden Gate's bid as the irregularity was not the result of fraudulent intent on the part of the <br />bidder and the best interests of the public would be served by such a waiver.
