They operate autonomously <br />99% of the time; however, a remote human operator may assume control at any time. <br />The City's initial pilot program was the first of its kind in the United States. Currently, Starship has tested <br />their PDDs in over 100 cities, completed over 30,000 deliveries and launched its first university campus <br />partnership in January 2019. During the previous pilot program, Starship PDDs drove over 7,000 miles in <br />Redwood City and received a tremendous amount of media coverage over the last two and a half years. <br />Over the course of the two previous pilot programs, the City received less than five complaints from <br />residents about its operation. Starship is committed to a partnership with Redwood City and local <br />merchants to increase sales of groceries, prepared meals and other delivery items. In April 2018, Starship <br />ceased operations to redefine their business approach and in November 2018 began exploring a new <br />service center in Redwood City with an operations hub at 504 EI Camino Real. In an effort to prepare for <br />a re -launch of the PDDs in Redwood City, Starship conducted an extensive driving and mapping campaign <br />in December 2018. <br />Starship states they value environmental stewardship and social responsibility while operating PDDs in <br />Redwood City. The PDDs are electrically -powered and do not emit carbon dioxide. They replace countless <br />car -based shopping trips and traditional truck deliveries, reducing both traffic and pollution. <br />Starship is also looking to work with the City of Redwood City Library to create a book delivery program, <br />which would be one of the first in the world. Under such a program, the Downtown Library would host a <br />fleet of three to eight PDDs that would support senior residents and residents who are homebound or <br />who otherwise experience physical challenges traveling to and from the library. <br />With the renewal of the pilot program, Starship plans to roll out a grocery delivery program by partnering <br />with Dehoff's Key Market in the Roosevelt Neighborhood and other local restaurants to service the <br />Central, Palm Park, Roosevelt, and Woodside Plaza Neighborhoods. <br />ANALYSIS <br />Robot deliveries through the PDD Pilot Program in Redwood City have been occurring since February <br />2017. Staff recommends authorizing the renewal of the pilot program in order to continue providing a <br />product delivery operation for local businesses that does not add to road congestion. Staff also <br />recommends adding Annual Reporting to the City in the Personal Delivery Device Agreement (Attachment <br />A, Exhibit B). <br />Annual Reporting to the City Includes: <br />• Submitting an annual report to the City Manager, which includes Public Benefit Measures and <br />Operating Data: <br />■ Total number of PDD miles traveled within Redwood City boundaries <br />■ Greenhouse gas emission reduction impacts <br />■ List of local Redwood City businesses partnering with PDD Companies <br />■ Complaints received regarding accidents and injuries, and response or resolution <br />■ Number of PDD technical failures and response time for resolution <br />• Limiting the number of PDDs allowed to operate to 25; and, <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />243 <br />
