6.K. - Page 3 of 24 <br />• Conducting an annual Redwood City Customer Satisfaction Survey for residents utilizing PDDs in <br />Redwood City. <br />As part of the Pilot Program renewal, the City will allow up to three PDD companies to obtain a Pilot <br />Program permit. PDD companies are required to submit proof of insurance to the City upon approval of <br />their permit agreement. PDD companies will assume all liability associated with the use of their PDDs in <br />Redwood City. Because this is a pilot program, the City maintains the ability to cancel permit agreements <br />without notice. <br />If the City Council adopts the resolution approving the renewal of a pilot program to allow the use of <br />autonomous robots, City staff plans to issue a permit to Starship Technologies, Inc. to operate their <br />Personal Delivery Devices (PDD) in Redwood City. <br />FISCAL IMPACT <br />The City will receive a one-time permit agreement fee of $3,032 from Starship Technologies, Inc. for pilot <br />program renewal costs. This fee is based on the cost of staff time to renew the pilot program. Future PDD <br />Companies would pay for staff time to process the permit and also pay an annual business license fee of <br />$66. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, the City of Redwood City has determined that the actions proposed in this Resolution <br />are considered Categorically Exempt pursuant to Section 15305, Class 5 of the California Environmental <br />Quality Act (CEQA) Guidelines. Class 5, Minor Alterations in Land Use Limitations, includes alterations in <br />land use limitations in areas with average slope of less than 20%, which do not result in any changes in <br />land use or density. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council can require additional provisions for the pilot program, or not renew the pilot program <br />allowing autonomous delivery robots. <br />ATTACHMENTS <br />Attachment A: Resolution Authorizing Renewal of a Pilot Program for Personal Delivery Devices (PDD) <br />and Personal Delivery Device Agreement <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />244 <br />
