One of the priorities of the Work Plan is to initiate the short-term goals of the
Public Art Master Vision, which includes the recommended update to the Commission's powers, duties,
and term limits, changing the name of the Commission, and amending the pertinent City Code.
ANALYSIS
Ordinance 1494, establishing the Redwood City Civic Cultural Commission, was created in 1971. The Public
Art Master Vision, which was adopted by the City Council on April 9, 2018, describes in greater detail the
goals set forth in the Commission's Work Plan. One of the earliest goals is to change the name of the
Redwood City Civic Cultural Commission to the Redwood City Arts Commission. Through the public
engagement process of creating the Public Art Master Vision, numerous residents and public art
stakeholders expressed confusion over the role of the Civic Cultural Commission and didn't realize that
public art and art -related grants were associated with the Commission. Fung Collaboratives, the City's
consultant on the project, also recommended the name change to align with industry standard.
In addition to the recommendation to change the name of the Commission, other chapters and sections
within the City Code require updating to reflect the recommended name change as well as the update to
the Commission's powers, duties, and term limits. The sections include:
Section 2.104. - DESIGNATED:
Update the Commission name.
Section 2.110. - ESTABLISHED; GENERAL OBJECTIVES:
Update the Commission name; and update the general objectives of the Commission that reflect the
recommendations within the Public Art Master Vision.
Section 2.111. - COMPOSITION; QUALIFICATIONS OF MEMBERS:
Update the desired skill set and experience of the Commissioners and align the composition and
qualifications of commissioners.
Section 2.112. - TERMS OF MEMBERS:
Update the terms of office to reflect the term limits approved by the City Council.
Section 2.113. - POWERS AND DUTIES:
Update the general objectives of the Redwood City Arts Commission and the powers and duties as
recommended within the Public Art Master Vision.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
282
