6.D. - Page 2 of 8 <br />The property the State accepted as part of the exchange is a portion of City -owned property located at <br />1402 Maple Street (Trust Addition Lands) located within and adjacent to Steinberger Slough. The land <br />includes submerged water area in Steinberger Slough and 60 feet of shore area. About 80 percent of the <br />Trust Addition Lands is submerged underwater. Assembly Bill 1392 (AB 1392) is the final step in the land <br />exchange and would amend the granting statute to include the Trust Addition Lands. <br />ANALYSIS <br />As required by the Exchange Agreement, the City is currently leasing the Trust Addition Lands from the <br />State. The lease is rent free and will automatically terminate upon the passage of AB 1392. AB 1392 would <br />amend the granting statute to convey the Trust Addition Lands to the City subject to the Trust. If conveyed <br />to the City, the City will have the authority and responsibility to govern, control, improve, and develop the <br />Trust Addition Lands in the interests of all of the inhabitants of the state for the purposes of public trust. <br />FISCAL IMPACT <br />There is no direct fiscal impact in sending a letter to the Assemblymember Kevin Mullin or Senator Jerry <br />Hill. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may direct staff to revise certain paragraphs of the letter and authorize the sending of <br />the letter without need for further review and approval by City Council. <br />ATTACHMENTS <br />Attachment A: Letter of Support to Assemblymember Kevin Mullin <br />Attachment B: Letter of Support to Senator Jerry Hill <br />Attachment C: Map of Trust Addition Lands <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />95 <br />
