05/06/2019 <br />RESOLUTION NO. 15763 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY TO APPROVE A 2019 PILOT PROGRAM TO AUTHORIZE THE <br />USE OF AUTONOMOUS ROBOTS KNOWN AS PERSONAL DELIVERY <br />DEVICES FOR DELIVERY OF GOODS FROM REDWOOD CITY <br />BUSINESSES TO CUSTOMERS UTILIZING CITY RIGHT OF WAY <br />WHEREAS, on November 7, 2016, the City Council instituted a pilot program to <br />allow on a trial basis of nine months, the use of autonomous robots also known as <br />Personal Delivery Devices ("PDD"), for the purpose of delivering goods from Redwood <br />City ("City") businesses to customers (the "Initial Pilot Program"); and <br />WHEREAS, in connection with the Initial Pilot Program, the City Council created a <br />temporary Personal Delivery Device Permit ("PDD Permit'), pursuant to which any <br />individual or any corporation, partnership, limited liability company, or other entity ("PDD <br />Operator") may operate PDDs on sidewalks, crosswalks, streets, public thoroughfares, <br />and other public or quasi -public right of way (collectively, 'Right of Way"); and <br />WHEREAS, the Initial Pilot Program expired in 2018, and PDD Operators have <br />since reengaged the City with a new scope for their operations; and <br />WHEREAS, the City Council now desires to approve a new pilot program for a <br />period of twenty-four months starting on May 7, 2019, to revisit the use of PDDs on City <br />Right of Way ("2019 Pilot Program"). <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br />1. The above recitals constitute findings of the City Council and are hereby <br />incorporated into this Resolution. <br />2. As the lead agency, the City of Redwood City has determined that the <br />actions proposed in this Resolution are considered Categorically Exempt pursuant to <br />Section 15305, Class 5 of the California Environmental Quality Act (CEQA) Guidelines. <br />Class 5, Minor Alterations in Land Use Limitations, includes alterations in land use <br />limitations in areas with average slope of less than 20%, which do not result in any <br />changes in land use or density. <br />3. The City Council of the City of Redwood City through this Resolution hereby <br />approves the 2019 Pilot Program for a period of twenty-four months from May 7, 2019, to <br />May 7, 2021.
