6.E. - Page 2 of 5 Since the initial contract amount was less than $60,000, the threshold for City Council approval, the City Manager was authorized to approve the contract in mid-February 2018, and the Consultant began providing services shortly thereafter. On December 17, 2018, the City Council approved Amendment No. 3 to the agreement for Engineering Inspection Services to increase the contract amount by $100,000. Amendment No. 3 allowed the City to have two additional engineering inspectors to help with the increased demand for inspection services needed during the summertime; that same demand for services is expected to continue this year. ANALYSIS The amendment is proposed not -to -exceed $300,000.00, which covers 54 weeks of work time for one full- time inspector to provide construction inspection services. Under this agreement construction inspection services would be provided to several capital improvement projects and utility permits. Costs associated with this agreement will be shared among the different capital improvement projects and utility permit cost recovery accounts based on the actual time spent on each activity by the inspector. The amended agreement budget will allow the current inspector to continue providing construction inspection services through December 2019, and an additional inspector for a period of 6 months. The budget will also allow the inspector to assist with the influx of utility encroachment permits and related development projects. Construction inspection services will be charged to the following Capital Improvement Projects and activities: • Middlefield Road Streetscape Project (25%) • Sewer Collection System Replacement Project (25%) • California Water Tank, Pump Station, and Transmission Main Project (25%) • Peninsula No. 2 Water Tank Seismic Improvement (20%) • Utility encroachment permits and related development projects (5%) FISCAL IMPACT Funding has already been appropriated in the following funds: Middlefield Road Streetscape Project Fiscal Year 2018-2019 — Capital Outlay Fund —Middlefield Road Utility Underground/ Streetscape, which has an available balance of $971,043 as of April 24, 2019. Sewer Collection System Replacement: Project Fiscal Year 2018-2019 — Sewer Fund Capital Projects — Collection System Replacement Project, which has an available balance of $3,509,514 as of April 24, 2019. California Water Tank, Pump Station, and Transmission Main Project: Project Fiscal Year 2018-2019 — Water Fund Capital Projects — CA Tank and Pump Station, which has an available balance of $5,126,134 as of April 24, 2019.
