On April 8, 2019, City Council approved a three-year agreement with OpenGov for their budgeting and planning, organizational performance, and citizen engagement tools. On May 6, 2019, City Council approved a five-year agreement with TruePoint for their utility billing solution. At this time, staff is recommending that CherryRoad be awarded a five-year agreement for implementation and support services, Software -as -a -Service (SaaS) licensing, of the Oracle Fusion Cloud platform suite for Financial and Human Capital Management, and licenses for associated third party tools. The agreement consists of implementation services in the amount of $2,568,806, third party tools/services (CoreBT Cashiering and ADP tax reporting solutions) in the amount of $342,692, and a flat five-year Oracle licensing agreement in the amount of $1,977,570, for a total contract amount of $4,889,068 for a comprehensive financial, payroll, and human resources system. CherryRoad is the implementer and support provider of the Oracle system software, Oracle Fusion Cloud. ANALYSIS CherryRoad Technologies Inc. is a leading provider of Oracle application services dedicated almost exclusively to public sector organizations. They have more than 25 years of experience implementing Oracle enterprise solutions to more than 500 public agencies, including many cities and counties in and outside of California. CherryRoad is headquartered in New Jersey and has offices in Sacramento. CherryRoad's presence in California has many benefits, including eliminating issues with time zone differences and lower travel costs when on-site support is required. CherryRoad is an Oracle certified Platinum Partner, with 90 percent of staff being Oracle certified. CherryRoad has been recognized by Oracle on several occasions for their outstanding work, including the 2017 Public Sector Innovation Partner of the Year for North America, and Oracle's North American Titan Award. Of the four vendors that provided bids for ERP solutions, (CherryRoad, Graviton Consulting, Sierra -Cedar, and Triniti Corporation), CherryRoad was determined to be the most capable integrator. CherryRoad was selected for the following reasons: • responded with a complete and detailed RFP response • has the most public sector clients similar in size that have implemented the Oracle solution • received positive feedback from reference checks (such as from the City of Sunnyvale) • proposed competitive pricing • established rapport and a successful working relationship with the City's consultant, SDI • providing an impressive presentation to City staff that resulted in a near unanimous selection by all staff who participated in the POC sessions Additionally, the implementation and support of Oracle Fusion Cloud Financials and HCM, CoreBT Cashiering, and ADP tax -reporting solutions by CherryRoad, was determined to best meet the City's needs for financials, Human Resources, and payroll functions.
