6.K. - Page 2 of 18 <br />The City established a timeline for conducting a public process to solicit public input and <br />testimony on proposed district -based electoral maps. The timeline included the dates for the <br />initial five required public hearings and the two additional scheduled public hearings. <br />Pursuant to Elections Code section 10010, regarding the transition to district elections, the City <br />Council held public hearings on October 22, 2018, November 19, 2018, February 11, 2019, <br />February 25, 2019, March 11, 2019, April 8, 2019 and May 6, 2019 to receive public input <br />regarding the composition of district maps. In addition, the City Council directed that staff <br />conduct robust public outreach on the district elections transition process. <br />ANALYSIS <br />The City Council on Monday, May 6, voted to move to district elections by introducing an <br />ordinance and approving demographer revised district map 13H and election sequencing that <br />both complies with federal and state laws and addresses community concerns. The City Council <br />vote followed the seventh public hearing on the districting process, which establishes seven <br />districts for the election of City Council members. <br />The final approved map 13H reflects community input received throughout the district elections <br />transition process. Over the last six months, the City Council oversaw an extensive community <br />engagement process and received substantial community comments related to district maps. <br />Many residents expressed preferences for keeping Redwood Shores as a separate and distinct <br />district, retaining the Centennial neighborhood together as part of an overall district, maintaining <br />the Downtown neighborhood as part of an overall district, connecting the East Bayshore <br />neighborhood with the Friendly Acres neighborhood, and connecting the Bair Island <br />neighborhood with the Downtown neighborhood. Feedback also included using Neighborhood <br />Association boundaries as reference, aligning major roadways together where possible, <br />establishing two majority Latino districts, and choosing a map that allows the Farm Hill <br />neighborhood to vote in 2020.
