6.K. - Page 3 of 18 <br />Ordinance Introduction <br />On May 6, 2019, the City Council waived the first reading and introduced and approved an <br />Ordinance to add Section 2.27.7 to Chapter 2, Article I "District Elections Ordinance" to the <br />Redwood City Code establishing seven districts for the election of City Councilmembers, <br />establishing the boundaries and the identification number of each district and establishing the <br />election order of each district (Attachment A). The May 6, 2019 staff report is provided as <br />Attachment B and contains additional background and analysis. Map 13H is provided as <br />Attachment C. <br />If adopted, this ordinance will be effective 30 days from this action. <br />New District Elections Process Following the 2020 Census <br />The first District Elections for City Council Members will take place on November 3, 2020. <br />Following the 2020 Census, in 2021, the City will redraw the district map for the 2022 election <br />process and beyond. <br />FISCAL IMPACT <br />The fiscal impact of voluntarily converting to by -district elections is estimated to be <br />approximately $175,000. The demographic and election consultants' costs are anticipated to be <br />approximately $60,000. The total cost for public notices, translation fees, and interpretation at <br />all public hearings is anticipated to be $5,000. The estimated cost to place a ballot measure on <br />the March 2020 Primary ballot is $70,000. Special legal fees could be incurred for additional <br />analysis and public hearings, but are not anticipated to exceed $10,000. In addition, the City will <br />be required to reimburse Mr. Shenkman up to $30,000 for his documented attorney's fees and <br />costs. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to adopt the Ordinance and make further changes to the district plan, <br />there will need to be an additional public hearing in order for the seven-day map publication requirement <br />to be satisfied. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />340 <br />
