7.A. - Page 1 of 141 <br />Redwood <br />City1californis <br />Founded 1667 <br />A&/ <br />DATE: May 20, 2019 <br />SUBJECT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Broadway Plaza (1401 Broadway) — Mixed use project including 120 -unit affordable project (119 deed - <br />restricted residential units with one manager's unit), 400 market -rate units, 420,000 sq. ft. of office, 26,000 <br />sq. ft. of retail, 10,000 sq. ft. of childcare and 1.6 acres of publicly -accessible open space. Proposed actions <br />include adoption of resolutions certifying an Environmental Impact Report (EIR) and approving a Water Supply <br />Assessment, approving an Architectural Permit, Planned Development Permit, Use Permit, Vesting Tentative <br />Map, two State Density Bonus Law concessions and an Affordable Housing Plan, and approving a Recycled <br />Water Service Area Amendment. <br />RECOMMENDATION <br />1. Adopt a Resolution Certifying the EIR, Adopting CEQA Findings, a Statement of Overriding Considerations <br />and a Mitigation Monitoring and Reporting Program, and approving a Water Supply Assessment; <br />2. Adopt a Resolution Approving an Architectural Permit, Planned Development Permit, Use Permit, Vesting <br />Tentative Map, two State Density Bonus Law concessions and an Affordable Housing Plan; and <br />3. Adopt a Resolution Amending the Recycled Water Service Area. <br />STRATEGIC INITIATIVE <br />Housing <br />BACKGROUND <br />This project was initially submitted by the Sobrato Organization in 2015. Since then, and as a result of City staff <br />analysis, the applicant has further developed and refined their proposal. In April 2017, the notice of EIR <br />preparation was sent to property owners and residents within 300 feet of the property, and a scoping session <br />was held on April 18, 2017 with the Planning Commission. Over the past year, the EIR has been drafted, and <br />was released for a 57 -day comment period, with comments received from the public and other agencies. <br />During this project development and review period, the applicant has conducted public outreach meetings <br />and the project was reviewed twice by the Architectural Advisory Committee. The Final EIR, responding to <br />comments, was made available on April 5, 2019. <br />365 <br />
