7.A. - Page 3 of 141
Unit Breakdown — The market rate rental units would have 20 studios, 255 one -bedrooms, and 125 two -
bedrooms. The affordable rental project would have 17 studios, 67 one -bedrooms, 24 two -bedrooms, and 12
three -bedrooms.
Off -Site Improvements — The following improvements are proposed for the right-of-way or adjoining streets
and utilities:
• Extension of recycled water pipeline along Broadway across Woodside.
• Construct a new water main in Bay Road for both blocks.
• Install a traffic signal at Bay Road at 5th Avenue.
• Pay a Fair Share Payment that contributes towards widening Woodside Road to include a
westbound through lane, bicycle lane, and right -turn lane at the Bay and Woodside intersection
• Install sidewalks, bike lanes and green infrastructure islands along Broadway, Bay, and Chestnut.
The bike lane along Chestnut shall be protected from the travel lane with a 3 ft. -wide biorention
area.
• Create an improved bus stop and bus shelter along Broadway.
• Undergrounding of utilities along Bay Road between Chestnut and Woodside, across Woodside,
and within the Parcel 1 frontage of the Bay Block.
Woodside Road/101 Interchange — The project is voluntarily proposing, as a community benefit, to donate
land that would facilitate the Woodside/101 Interchange improvements. In addition to donating
approximately 13,500 sq. ft. of land, the applicant would allow the remainder parcel on the Bay Block to be
used as a construction staging area.
Tentative Map — The project proposes to subdivide the Broadway Block into two residential/commercial
parcels and two office parcels with one common lot. As indicated on the Vesting Tentative Map, the project is
proposing to file three maps for the project. A parcel map shall be recorded for the area southeast of Woodside
Road (the "Bay Block"), and a series of two Final Maps shall be recorded for the area northwest of Woodside
Road (the "Broadway Block"). This subdivision allows for individual ownership of the affordable housing
project building on the corner of Bay and Chestnut, as well as separate ownership of office buildings. The
commercial uses are included on the first floor of the residential building facing Broadway (Parcel 3). The Bay
Block will be subdivided to create a 1.9 acre parcel containing the CVS (Parcel 1), with two remainder parcels
of 1.96 acres and 0.17 acres. As part of the Tentative Map, the applicant shall be required to record landscape
maintenance agreements, stormwater treatment measures agreements, CC&Rs, and improvement
agreements.
Recycled Water Service Area — As part of the project, the applicant is extending the recycled water line down
Broadway and across Woodside Road. The City's master plan is to have the line extend across the length of
Broadway. The amendment of the Recycled Water Service Area would include the Bay Block (Attachment C,
Resolution expanding the Recycled Water Service Area).
Impact Fees — The project is subject to the several different impact and fair share fees. Housing impact fees
are not required as the project fully mitigates its impact through the provision of affordable units on-site.
367
