7.A. - Page 3 of 141 <br />Unit Breakdown — The market rate rental units would have 20 studios, 255 one -bedrooms, and 125 two - <br />bedrooms. The affordable rental project would have 17 studios, 67 one -bedrooms, 24 two -bedrooms, and 12 <br />three -bedrooms. <br />Off -Site Improvements — The following improvements are proposed for the right-of-way or adjoining streets <br />and utilities: <br />• Extension of recycled water pipeline along Broadway across Woodside. <br />• Construct a new water main in Bay Road for both blocks. <br />• Install a traffic signal at Bay Road at 5th Avenue. <br />• Pay a Fair Share Payment that contributes towards widening Woodside Road to include a <br />westbound through lane, bicycle lane, and right -turn lane at the Bay and Woodside intersection <br />• Install sidewalks, bike lanes and green infrastructure islands along Broadway, Bay, and Chestnut. <br />The bike lane along Chestnut shall be protected from the travel lane with a 3 ft. -wide biorention <br />area. <br />• Create an improved bus stop and bus shelter along Broadway. <br />• Undergrounding of utilities along Bay Road between Chestnut and Woodside, across Woodside, <br />and within the Parcel 1 frontage of the Bay Block. <br />Woodside Road/101 Interchange — The project is voluntarily proposing, as a community benefit, to donate <br />land that would facilitate the Woodside/101 Interchange improvements. In addition to donating <br />approximately 13,500 sq. ft. of land, the applicant would allow the remainder parcel on the Bay Block to be <br />used as a construction staging area. <br />Tentative Map — The project proposes to subdivide the Broadway Block into two residential/commercial <br />parcels and two office parcels with one common lot. As indicated on the Vesting Tentative Map, the project is <br />proposing to file three maps for the project. A parcel map shall be recorded for the area southeast of Woodside <br />Road (the "Bay Block"), and a series of two Final Maps shall be recorded for the area northwest of Woodside <br />Road (the "Broadway Block"). This subdivision allows for individual ownership of the affordable housing <br />project building on the corner of Bay and Chestnut, as well as separate ownership of office buildings. The <br />commercial uses are included on the first floor of the residential building facing Broadway (Parcel 3). The Bay <br />Block will be subdivided to create a 1.9 acre parcel containing the CVS (Parcel 1), with two remainder parcels <br />of 1.96 acres and 0.17 acres. As part of the Tentative Map, the applicant shall be required to record landscape <br />maintenance agreements, stormwater treatment measures agreements, CC&Rs, and improvement <br />agreements. <br />Recycled Water Service Area — As part of the project, the applicant is extending the recycled water line down <br />Broadway and across Woodside Road. The City's master plan is to have the line extend across the length of <br />Broadway. The amendment of the Recycled Water Service Area would include the Bay Block (Attachment C, <br />Resolution expanding the Recycled Water Service Area). <br />Impact Fees — The project is subject to the several different impact and fair share fees. Housing impact fees <br />are not required as the project fully mitigates its impact through the provision of affordable units on-site. <br />367 <br />
