7.B.- Page 7of9 <br />net change is measured by dividing the average budgeted City salary and <br />benefit costs for the fiscal year in which the change is to become effective <br />by the average budgeted City salary and benefit costs for the prior fiscal year. <br />The average budgeted City salary and benefit costs for any fiscal year shall <br />be determined by dividing the total budgeted salary and benefit costs by the <br />expected total number of full-time equivalent employees for that fiscal year. <br />5. This activity is not a project under the California Environmental <br />Quality Act (CEQA) as defined in CEQA Guidelines, Section 15378, because <br />it has no potential for resulting in either a direct or a reasonably foreseeable <br />indirect physical change in the environment. <br />6.
