21 <br />Final EIR and Statement of <br />Overriding Considerations <br />A Final EIR was prepared responding to those comments and <br />mitigations were prepared. None of the comments or changes <br />required recirculation of the EIR. <br />CPUC and Seaport Industrial Association both discussed protecting <br />railway operations along Chestnut. <br />Traffic and Air Quality were considered significant unavoidable <br />impacts. <br />In addition to recommending certification of the EIR, a Statement of <br />Overriding Considerations is required to approve the project. <br />Project merits include affordable housing, child care, retail <br />opportunities, and a mix of residential and employment <br />opportunities. <br />Redwood <br />KAMP <br />1401 BROADWAY <br />and 2201 BAY ROAD <br />
