05/20/2019 <br />filed with the State Office of Planning & Research under State Clearinghouse No. <br />2017042023; and <br />WHEREAS, on December 4, 2018, the Commission held a duly noticed public <br />hearing to receive public comment on the Draft EIR; and <br />WHEREAS, the City prepared written responses to the comments received during <br />and immediately following the public review and comment period and included these <br />responses in a separate volume entitled "Final Environmental Impact Report for the <br />Broadway Plaza Project — Responses to Comments and Revisions to the Draft EIR" which <br />together with the Draft EIR constitutes the Final Environmental Impact Report (Final EIR), <br />and also prepared a Mitigation Monitoring and Reporting Program (MMRP) pursuant to the <br />requirements of CEQA and the CEQA Guidelines; and <br />WHEREAS, in addition to the public Scoping Session, eight official noticed public <br />meetings and hearings of various City commissions and the Commission were held to <br />deliberate the merits of the proposed Project and make recommendations regarding <br />components of or a final action on the Project; and <br />WHEREAS, the Draft EIR includes as Appendix G a Water Supply Assessment that <br />analyzes the proposed water supply for the Project in accordance with Water Code Section <br />10910; and <br />WHEREAS, on April 24, 2019, the Commission held a duly noticed public hearing <br />and recommended certification of the EIR and adoption of the Statement of Overriding <br />Considerations along with the Project entitlements; and. <br />WHEREAS, on May 20, 2019, the City Council held a duly noticed public hearing <br />regarding certification of the EIR and adoption of the Statement of Overriding <br />Considerations along with the Project entitlements. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF REDWOOD CITY, AS FOLLOWS: <br />Section 1. The Council, having independently heard, considered, and weighed <br />all the evidence in the record, finds that the above recitals are accurate and constitute <br />findings in this matter and, together with the staff report and the application materials, <br />including without limitation the Final EIR, development plan, and all other <br />documents, reports, studies, memoranda, maps, oral and written testimony, and <br />materials in the City's file for the applications and the Project, and all adopted City <br />planning documents relating to the Project and the property including the City's <br />General Plan, Municipal Code, Zoning Ordinance, and other applicable City laws and <br />regulations, and all associated approved and certified environmental documents, have <br />together served as an adequate and appropriate evidentiary basis for the findings and <br />actions set forth in this Resolution and are hereby incorporated by reference. <br />ATTY/RESO.0052 CC RE50 CEQA BROADWAY PLAZA — SOBRATO RESO.
