The City Council hereby finds that incorporating the requirements of Mitigation Measure CR -3 into the Project would substantially lessen the severity of Impact CR -3, such that this potential impact would be less than significant, because this measure requires (a) training of construction crews to identify cultural resources, including paleontological resources and geologic features, (b) halting all work if such resources are encountered during construction, and (c) specific steps be taken to protect and preserve any such significant resources.
