This finding is based on the entire record of proceedings for <br />the Project, including but not limited to the discussion and analysis set forth on pages 4.4- <br />10 through 4.4-11 of the DEIR, which includes a full statement of the impact and applicable <br />mitigation measures and is hereby incorporated herein in its entirety. <br />9. Cultural Resources Impact CR -3: Development of the Project could directly or indirectly <br />destroy a unique paleontological resource or site or unique geologic feature. <br />Mitigation Measures. Mitigation Measure CR -3 will be implemented for the <br />Project as provided in the MMRP. <br />Findings Regarding Impact CR -3. The City Council hereby finds <br />that incorporating the requirements of Mitigation Measure CR -3 into the Project would <br />substantially lessen the severity of Impact CR -3, such that this potential impact would be <br />less than significant, because this measure requires (a) training of construction crews to <br />identify cultural resources, including paleontological resources and geologic features, (b) <br />halting all work if such resources are encountered during construction, and (c) specific <br />steps be taken to protect and preserve any such significant resources. This finding is based <br />on the entire record of proceedings for the Project, including but not limited to the <br />discussion and analysis set forth on pages 4.4-11 through 4.4-12 of the DEIR, which <br />includes a full statement of the impact and applicable mitigation measures and is hereby <br />incorporated herein in its entirety. <br />10. Cultural Resources Impact CR -4: Development of the Project could disturb human <br />remains, including those interred outside of formal cemeteries. <br />Mitigation Measures. Mitigation Measure CR -4 will be implemented for the <br />Project as provided in the MMRP. <br />Findings Regarding Impact CR -4. The City Council hereby finds <br />that incorporating the requirements of Mitigation Measure CR -4 into the Project would <br />substantially lessen the severity of Impact CR -4, such that this potential impact would be <br />less than significant, because this measure requires (a) halting all work if evidence of <br />human remains is encountered during construction, (b) specific steps be taken to protect <br />and preserve any such remains, (c) notify the County Coroner and, if the remains are of <br />Native American origin, the Native American Heritage Commission, and (d) proper <br />treatment and disposition of remains with appropriate dignity. This finding is based on the <br />entire record of proceedings for the Project, including but not limited to the discussion and <br />analysis set forth on page 4.4-12 of the DEIR, which includes a full statement of the impact <br />and applicable mitigation measures and is hereby incorporated herein in its entirety. <br />11. Cultural Resources Impact CR -5: Development of the Project could cause a substantial <br />adverse change in the significance of a Tribal Cultural Resource. <br />Mitigation Measures.
