This finding is based on the entire record of proceedings for the Project, <br />including but not limited to the discussion and analysis set forth on page 4.14-13 of the <br />DEIR, which includes a full statement of the impact and applicable mitigation measures <br />and is hereby incorporated herein in its entirety. <br />V. Findings Regarding Project Alternatives <br />A. Basis for Alternatives Feasibility Analysis <br />The CEQA Guidelines require that an EIR describe a reasonable range of alternatives that <br />would feasibly attain most of the basic project objectives but would avoid or substantially lessen <br />any of the significant environmental effects of the project, and then evaluate the comparative <br />merits of such alternatives. (Guidelines §15126(a)). Based on the analyses in Section 4 of the <br />DEIR, the City has determined that all of the proposed Project's potentially significant <br />environmental effects would be avoided or reduced to less -than -significant levels through <br />implementation of the mitigation measures described in the DEIR and MMRP, except for the <br />following: <br />Impact NO -7: The proposed Project, in combination with past, present, and reasonably <br />foreseeable projects, would result in significant cumulative impacts with respect to noise. <br />Impacts TT -1 and TT -7: Implementation of the proposed Project would result in a significant <br />and unavoidable impact, and would contribute to a significant cumulative impact, at the <br />following intersections: <br />Veterans Boulevard and Woodside Road; <br />Broadway and Woodside Road; <br />Bay Road at Woodside Road: and <br />Middlefield Road and Woodside Road. <br />Impact TT -2: Implementation of the proposed Project would result in a significant and <br />unavoidable impact on a freeway segments and a freeway ramp on U.S. 101. <br />Through the environmental review process, the City identified the following five (5) <br />potential Project alternatives for consideration: <br />No Project Alternative. Under CEQA, an evaluation of a `no project" alternative must be <br />included in each environmental impact report. Under the No Project Alternative, the <br />proposed Project would not be developed and conditions on the Project site would remain <br />mostly unchanged, with the existing CVS Pharmacy and Subway Restaurant continuing to <br />operate and with the existing surface parking. However, most of the Broadway Block will <br />be demolished pursuant to the previously -approved hazardous materials remediation <br />project. The Bay Block would remain unchanged, with its current 2 -story multi -tenant <br />office building and surface parking. Tenants of the office building on the Bay Block <br />include a church and landscaping company.
