Transportation and Traffic Impact TT -2: Implementation of the Project would impact a freeway segment (Whipple Avenue to San Mateo County Line) and a freeway ramp (northbound off -ramp on to Woodside Road) on U.S. 101. Mitigation Measures. No feasible mitigation measures are available to avoid or substantially lessen this impact. Caltrans is currently designing a new freeway express lane that would reduce congestion on U.S. 101 between Whipple Avenue and the San Mateo County Line. Caltrans is also currently working with the City and the San Mateo County Transportation Authority is working to plan a reconstruction of the U.S. 101 / Woodside Road interchange, which would reduce congestion at the northbound off -ramp from U.S. 101 to Woodside Road. These improvements, however, are in the jurisdiction and control of Caltrans, cannot be implemented or enforced by the City, and are therefore considered not feasible. Findings Regarding Impact TT -2. Because no feasible mitigation measures are available to avoid or further reduce the severity of Impact TT -2, it remains significant and unavoidable. The City Council hereby finds, however, that there are specific economic, environmental, social, legal, technological and other considerations that make infeasible the potential mitigation measures described in the EIR to mitigate the effect of Impact TT - 2, and that development of the Project will provide specific economic, environmental, social, legal, technological and other benefits that will outweigh the significant adverse effects of Impact TT -2, as set forth in the Statement of Overriding Considerations below. These findings are based on the entire record of proceedings for the Project, including but not limited to the discussion and analysis set forth on pages 4.13-30 through 4.13-32 of the DEIR, which includes a full statement of this impact and is hereby incorporated herein in its entirety. 18. Utilities and Service Systems Impact US -3: Development of the project, in combination with past, present, and reasonably foreseeable projects, would require the construction of water new transmission and distribution systems. Mitigation Measures. Mitigation Measure US -3 will be implemented for the Project as provided in the MMRP. Findings Regarding Impact US -3. The City Council hereby finds that incorporating the requirements of Mitigation Measure US -3 into the Project would substantially lessen the severity of Impact US -3, such that this potential impact would be less than significant, because this measure requires the Project to make a fair share in -lieu payment to the City for new emergency water storage facilities, consistent with the regulations Chapter 38 Article III of the Municipal Code, which will enable the City to construct new water storage facilities in accordance with the City's Standards and Guidelines to adequately serve projects under emergency service for future citywide ATTY/RESO.0052 CC RESO CEQA BROADWAY PLAZA—SOBRATO RE50.
