05/20/2019 <br />EXHIBIT A <br />Findings and Statements required by the California Environmental Quality Act (Public <br />Resources Code section 21000 et seq) <br />I. Introduction <br />On behalf of the City of Redwood City (the "City"), and pursuant to the California <br />Environmental Quality Act ("CEQA") and Title 14, Chapter 3 of the California Code of <br />Regulations (the "CEQA Guidelines"), the City's Planning Division has prepared an <br />Environmental Impact Report (the "EIR") for the Broadway Plaza project (the "Broadway Plaza <br />Project" or the "Project"). The City is the lead agency for the EIR. <br />To support its certification of the EIR and approval of the Project, the City Council of the <br />City of Redwood City makes the following findings of fact and statement of overriding <br />considerations (collectively, the "Findings"). These Findings contain the City Council's written <br />analysis and conclusions regarding the project's environmental effects, mitigation measures, <br />alternatives to the proposed project, and the overriding considerations which, in the City Council's <br />view, justify the approval of the project despite its potential environmental effects. These Findings <br />are based upon the entire record of proceedings for the EIR, as described below. <br />II. Project and Environmental Review <br />The Broadway Plaza Project proposes to redevelop the existing Redwood Plaza Shopping <br />Center into a new mixed-use development that would include residential, commercial, and retail <br />uses. The Project site consists of two (2) development sites, referred to as the "Broadway Block" <br />and the "Bay Block," that are separated by Woodside Road (State Route 84). Together, the 2 sites <br />comprise 15.3 acres, including 2.2 acres of "remainder areas" on the Bay Block that are not <br />included in the Project. As proposed, the Project would develop the Broadway Block with 520 <br />multi -family dwelling units, 420,000 square feet of new office space, 26,000 square feet of new <br />retail space, 10,000 square feet of childcare space, shared underground parking, and public and <br />private open space, and would relocate the existing CVS Pharmacy from the Broadway Block to <br />a new 15,000 -square -foot, stand-alone building with surface parking on the Bay Block. <br />In the spring of 2017, pursuant to State CEQA Guidelines Section 15063, <br />the City determined that the Project could result in potentially significant environmental impacts <br />and that an EIR would be required. In compliance with Section 21080.4 of CEQA, the City <br />circulated a Notice of Preparation ("NOP") of a Draft Environmental Impact Report (the "DEIR") <br />for the Project to the Office of Planning and Research (OPR) State Clearinghouse and interested <br />agencies and persons on April 7, 2017 for a 30 -day review period. The NOP solicited comments <br />regarding the scope of the DEIR from identified responsible and trustee agencies, as well as <br />interested parties. <br />The DEIR was published by the City and available for review for a 57 -day comment period <br />from November 8, 2018 to January 4, 2019. During the comment period, the interested public and <br />responsible and trustee agencies were invited to submit comments on the DEIR to the City's <br />Community Development Department.
