05/20/2019 <br />traffic impacts, each of which would remain significant and unavoidable even after implementing <br />all feasible mitigation measures. By these Findings, the City Council ratifies and adopts the EIR's <br />conclusions for all of the following potential environmental impacts, based on the analyses on the <br />referenced pages of the DEIR. <br />A. Findings Regarding Less Than Significant Impacts. <br />The following potential environmental impacts of the Broadway Plaza <br />Project were determined to be less than significant and to not require any mitigation measures, <br />as set forth in Chapter 4 of the DEIR, as incorporated into the EIR. The City Council concurs with <br />the conclusions in the DEIR, as incorporated into the EIR, and makes the following findings with <br />respect to such less than significant impacts. <br />1. Aesthetics. These findings regarding the Project's potential aesthetic impacts are based <br />on the analyses on pages 4.1-11 through 4.1-16 of the DEIR, which are hereby incorporated <br />herein in its entirety. <br />Impact AE -1: Implementation of the Project would not have a substantial adverse <br />effect on a scenic vista. <br />Impact AE -2: Implementation of the Project would not substantially degrade the <br />view from a scenic highway. <br />Impact AE -3: Implementation of the Project would not substantially degrade the <br />existing visual character or quality of the site and its surroundings. <br />Impact AE -4: Implementation of the Project would not expose people on- or off- <br />site to substantial light or glare which would adversely affect day or nighttime <br />views in the area. <br />Impact AE -5: The Project, in combination with past, present, and reasonably <br />foreseeable projects, would result in less -than -significant cumulative impacts with <br />respect to aesthetics. <br />2. Agricultural and Forestry Resources. The finding that the Project would not have any <br />impacts on agricultural and forestry resources is based on the analysis on page 7.1 of the DEIR, <br />which is hereby incorporated herein in its entirety. <br />3. Air Quality. These findings regarding the Project's potential air quality impacts are based <br />on the analyses on pages 4.2-19 through 4.2-33 of the DEIR, which are hereby incorporated <br />herein in its entirety. <br />Impact AQ -1: Implementation of the Project would not conflict with or obstruct <br />implementation of the applicable air quality plan. <br />Impact AQ -5: Implementation of the Project would not create objectionable odors <br />affecting a substantial number of people. <br />ATTY/RESO.0052 CC RESO CEQA BROADWAY PLAZA —SOBRATO RESO.
