By these Findings, the City Council ratifies and adopts the EIR's conclusions for all of the following potential environmental impacts, based on the analyses on the referenced pages of the DEIR. A. Findings Regarding Less Than Significant Impacts. The following potential environmental impacts of the Broadway Plaza Project were determined to be less than significant and to not require any mitigation measures, as set forth in Chapter 4 of the DEIR, as incorporated into the EIR. The City Council concurs with the conclusions in the DEIR, as incorporated into the EIR, and makes the following findings with respect to such less than significant impacts. 1. Aesthetics. These findings regarding the Project's potential aesthetic impacts are based on the analyses on pages 4.1-11 through 4.1-16 of the DEIR, which are hereby incorporated herein in its entirety. Impact AE -1: Implementation of the Project would not have a substantial adverse effect on a scenic vista. Impact AE -2: Implementation of the Project would not substantially degrade the view from a scenic highway. Impact AE -3: Implementation of the Project would not substantially degrade the existing visual character or quality of the site and its surroundings. Impact AE -4: Implementation of the Project would not expose people on- or off- site to substantial light or glare which would adversely affect day or nighttime views in the area. Impact AE -5: The Project, in combination with past, present, and reasonably foreseeable projects, would result in less -than -significant cumulative impacts with respect to aesthetics. 2. Agricultural and Forestry Resources. The finding that the Project would not have any impacts on agricultural and forestry resources is based on the analysis on page 7.1 of the DEIR, which is hereby incorporated herein in its entirety. 3. Air Quality. These findings regarding the Project's potential air quality impacts are based on the analyses on pages 4.2-19 through 4.2-33 of the DEIR, which are hereby incorporated herein in its entirety. Impact AQ -1: Implementation of the Project would not conflict with or obstruct implementation of the applicable air quality plan.
