Agreement for TruePoint Services Exhibit D — Water Budget MethodologT <br />I. If WU is unavailable or returns an error the application shall wait 5 minutes and <br />retry. <br />ii. A total of 3 attempts shall be made daily to retrieve Precip (1 initial, 2 retries) <br />iii. If all 3 attempts fail to collect Precip for a target date the system shall skip the <br />calculations for NIR and use a historical average NIR value as a placeholder for <br />the target date (typically yesterday). <br />iv. The application shall attempt to obtain Precip from WU each day following a <br />failure to obtain Precip for a target date until one of the following conditions are <br />met: <br />1. An authorized user manually enters a Precip value forthe target date. <br />2. The Weather Data Override Period has ended. (In this case historical <br />place holder shall become a permanent part of the water budget for the <br />target date.) <br />c. Calculate Soil Storage for Turf and Non -Turf <br />d. Calculate Effective Rain for Turn and Non -Turf <br />e. Calculate NIR for Turf and Non -Turf <br />f. Calculate daily Budgets for each account within each Water Use Type/Segment using <br />assigned primary and secondary formulas <br />g. Calculate budgets for normal and closing bills <br />9. The application shall store daily values calculated by the application for NIRT and NIRNT for a <br />rolling 5 -year period. <br />a. City users shall have access to review these values, and specified users shall have access <br />to make edits in order to correct errors in calculations or weather data validity. <br />b. These values will be used in budget calculations when ETo and/or Precipitation cannot <br />be obtained. <br />c. Daily values shall be used to calculate a monthly average NIR for Turf and Non -Turf. <br />d. When Historical NIR is used in any budget calculation it shall be multiplied by a constant <br />called NIR default factor to account for potential variances in current weather trends <br />and err in the favor of the customer. The Default factor shall be editable by authorized <br />users and will initially be set at 1.25. <br />e. Historical Average NIR values used in budget calculations shall not populate NIR history, <br />and shall not be used when calculating Historical Average NIR. Only real NIR values <br />calculated from obtaining ETo and Precip from their respective sources shall be used for <br />historical average calculations. <br />Alert and Notification Requirements: <br />Redwood City Water Division Staff must be notified when water budget calculations encounter errors <br />during processing. <br />1. An alert shall be sent to a list of email recipients when either CIMIS or WU data services are <br />unreachable or do not respond.
