There shall be no limit to the number of primary and secondary water use type budgets <br />a named budget formula can be applied to. (i.e. a single budget formula can be applied <br />to primary for WUT 12 and 5, and also secondary for WUT 5. It may also be that there is <br />a separate formula for each WUT and each primary and secondary formula.) <br />e. Budget formulas shall have a "save as" function, so authorized users can make copies <br />from a known/tested starting point. <br />f. Budget formulas shall be editable in part or whole without the need to re-create the <br />complete formula should only one change be required. <br />g. There shall be a way to validate the syntax of a budget formula upon or prior to saving <br />the formula. Only validated formulas can be assigned as primary or secondary budget. <br />4. A water budget shall be calculated daily for each subsite for the previous day, and transmitted <br />to the City's My Water Customer Portal for customer use. <br />5. Following the completion of a consumption period and prior to billing an account a water <br />budget shall be calculated for the full consumption period within a billing cycle for each subsite. <br />6. A water budget shall be calculated for closing accounts from the beginning of the consumption <br />period through the date the account is closed. This calculation shall be complete prior to the <br />calculation of charges and printing of a closing statement. <br />7. There shall be a Weather Data Override Period which enables authorized users to manually <br />enter or edit ETo and Precip data. <br />a. The Weather Data Override Period is a dynamic date range that affects budget <br />calculations for all accounts/subsites and prevents budgets from being recalculated in <br />part or in whole for accounts that have been billed. Weather data is only editable for <br />dates between today and the most recent unbilled date that falls within the <br />consumption period for any water account. <br />8. TruePoint shall work with the City to establish the ideal order of operations for each step in the <br />budget calculation process. The following provides an initial processing order which may need to <br />be refined based upon organizational needs, changes to CIMIS and WU services, and related <br />integrations with other software systems. <br />a. Make initial request for ETo through the CIMIS API <br />i. If CIMIS is unavailable or returns an error the application shall wait 5 minutes <br />and retry. <br />ii. A total of 3 attempts shall be made daily to retrieve ETo (1 initial, 2 retries) <br />iii. If all 3 attempts fail to collect ETo for a target date the system shall skip the <br />calculations for NIR and use a historical average NIR value as a placeholder for <br />the target date (typically yesterday). <br />iv. The application shall attempt to obtain ETo from CIMIS each day following a <br />failure to obtain ETo for a target date until one of the following conditions are <br />met: <br />1. An authorized user manually enters an ETo value for the target date. <br />2. The Weather Data Override Period has ended. (In this case the historical <br />placeholder shall become a permanent part of the water budget for the <br />target date.) <br />b.
