6.B. - Page 2 of 42
• 1,821 unduplicated households (4,508 individuals)
• 501 unduplicated households (1,431 individuals) needing food assistance
• 225 households (567 individuals) needing financial assistance to help prevent homelessness or
avoid shut-off of utilities
• 202 unduplicated households (249 individuals) seeking emergency shelter
Actual services provided included:
• 2,015 units of food (emergency food, grocery certificates, monthly food distribution)
• 3,088 units of transportation assistance (bus passes, bus tokens)
• 177 rental and/or deposit assistance payments
• 158 utility payments
• 164 units of public benefits assistance.
The following are two examples of households assisted through the Fair Oaks Community Center
Information and Referral Program:
An elderly couple that staff had previously helped secure a Housing Readiness Program (HRP) voucher in
2015 was about to have their voucher expire. Due to a deterioration of the health for both the husband
and wife, staff was able to help them secure an extension of their HRP voucher. Staff is assisting the
couple in applying for subsidized senior housing as a long-term solution, as the original plan for the
husband to return back to employment is no longer viable.
A couple with a teenage son were doing fine until the husband was in a car accident. Due to the injuries
suffered in the accident, the husband was ordered to be off work and was unable to drive for over a
month. As a result, he and his wife were unable to pay their monthly rent of $2,550 for their two-bedroom
apartment, and were struggling to pay for the next month's rent. They lost not only his income, but also
a portion of his wife's income when she had to take time off from working as a caregiver to care for him.
As an independent contractor for Lyft for the last 7 years, he was not eligible for state disability or
unemployment benefits. Fair Oaks Community Center was able to assist the family with $5,000 towards
two months of rent with special approval from SF Chronicle Season of Sharing Fund due to the
circumstances. Shortly after being assisted, the husband was back at his job driving for Lyft and his wife
was back to her regular caregiver work.
ANALYSIS
The County of San Mateo proposes to amend the existing agreement to extend existing services and the
term of the agreement through June 30, 2021 (FY 2019-20 and FY 2020-21).
FISCAL IMPACT
The proposed amendment provides an additional $463,896 to the original agreement ($231,948 annually
in FY 2019-20 and FY 2020-21), for a total not to exceed amount of $1,059,001. Additional revenue and
expenditures beyond what is already budgeted will be submitted as a mid -year budget adjustment for FY
2019-20, and will be included as part of the recommended budget for FY 2020-21.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
16
