6.H. - Page 2 of 20 <br />ANALYSIS <br />The remediation design plan still needs to be submitted as described under the current contract with GES. <br />However, coordination for site access with the property owners (Regency Centers and Safeway) and the <br />review of pilot test results and remediation plan documents were more time-consuming than anticipated, <br />which led to higher costs with the consultant. Moreover, GES's performance of ongoing groundwater <br />monitoring must continue as mandated by the RWQCB. Therefore, staff recommends amending the <br />current agreement in a not to exceed amount of $94,275 in order to extend groundwater monitoring <br />services through March 2020 and complete the remediation design implementation plan report and <br />eventual consultation in the bid for remediation services. <br />Staff recommends that the City Council authorize the City Manager to execute Amendment No. 1 to the <br />professional services agreement with GES to allow PWS to resume groundwater monitoring events and <br />make progress towards remediation at Sequoia Station as required by the RWQCB. <br />FISCAL IMPACT <br />Remediation activities will be funded by settlement funds and the sewer enterprise. The City received <br />$510,000 in Fiscal Year 2007-08 as part of a settlement with Roy's Dry Cleaners when it was discovered <br />that the contamination was caused by inappropriate discharge from the dry cleaner through a broken <br />sewer pipe. The amount is budgeted in the sewer capital projects fund in Fiscal Year 2018-19 and is included <br />in the Recommended Fiscal Year 2019-20 Budget. <br />ENVIRONMENTAL REVIEW <br />This cleanup of a contaminated site is exempt from the California Environmental Quality Act (CEQA) as <br />defined under Section 15321 (Enforcement Actions by Regulatory Agencies) because it is an action <br />mandated by the RWQCB. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may elect not to approve the amendment with GES and direct staff to select a new <br />contractor to perform these required remediation services. <br />ATTACHMENTS <br />Attachment A: Amendment No. 1 to Agreement for Professional Services with Groundwater & <br />Environmental Services, Inc. <br />Attachment B: Agreement for Professional Services with Groundwater & Environmental Services, Inc. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />178 <br />
