6.1. - Page 1 of 4 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: June 10, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />Award of Contract — 2018-2019 Sanitary Sewer Replacement Project <br />RECOMMENDATION <br />From the City Manager <br />By motion, approve and authorize the City Manager to execute the contract documents and award the <br />standard form construction contract 00520 for the 2018-2019 Sanitary Sewer Replacement Project to <br />the lowest responsible bidder, Casey Construction, Inc.of Emerald Hills, California, for their low bid of <br />$3,738,000.00; and, authorize the City Manager to increase the contract amount, if necessary, up to <br />10% of the original contract amount, not to exceed $4,111,800.00. <br />STRATEGIC INITIATIVE <br />Public Safety <br />BACKGROUND <br />The City systematically replaces sections of aging sewer infrastructure to ensure the continued reliability <br />of the system. Each year, staff identifies pipelines that required excessive maintenance or experienced <br />repeated service disruptions and target those pipelines for improvement. <br />Closed circuit television inspection reviews of Sanitary Sewer Basin Numbers 5G and DT2 were completed <br />in 2017. Staff's review of the inspection videos revealed numerous defects in these sewer basins. A <br />number of construction options for repair or replacement were evaluated to determine the most cost- <br />effective method for mitigation. For this project, replacement of the existing sanitary sewer line was <br />chosen in order to address the identified pipe defects such as sags and offsets. <br />The proposed sanitary sewer replacement project will improve the condition and reliability of the sewer <br />collection by correcting pipe defects and minimizing infiltration and inflow. This project will replace <br />approximately 11,348 lineal feet of 6 -inch, 8 -inch, and 15 -inch vitrified clay pipe (VCP) sewer main with <br />new 8 -inch, 10 -inch, 15 -inch, and 18 -inch polyvinyl chloride pipe (PVC) and 16 -inch high-density <br />polyethylene pipe (HDPE), 65 sanitary sewer manholes, and 270 sanitary sewer laterals.
