These grant funds reduce the impact on the City's <br />General Fund. <br />FISCAL IMPACT <br />Adoption of this Amendment to the 2018-2022 Consolidated Plan and Fiscal Year 2018-2019 will allow the <br />City to invest HOME program income funds ($40,000) to directly benefit a first-time homebuyer. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />The Community Participation Plan requires the City to provide a 30 -day comment period for the <br />substantial amendment to the Consolidated Plan and Annual Action Plan prior to review and adoption by <br />Council.
