6.0. - Page 2 of 179 <br />households and include a Resale Restriction Agreement that restricts the price of the unit to maintain its <br />affordability upon sale. <br />Due to an unforeseen sale at Wyndham Place, the City was required to find an eligible homebuyer or <br />purchase the unit within 90 days. The City found an eligible homebuyer and issued a first-time homebuyer <br />loan to a Redwood City teacher with the HOME program income generated from the sale. The sale price <br />of the unit was $187,907 and a new 30 -year Resale Restriction Agreement was recorded with the new <br />owner. <br />A requirement of the Consolidated Plan is to list all activities the City plans to undertake during the term <br />of the five year plan and any changes to the plan requires a Substantial Amendment. Since homebuyer <br />assistance is not listed in the 2018-2022 Consolidated Plan, the City cannot register the activity in the HUD <br />database until these amendments are approved by City Council. The Consolidated Plan amendments that <br />reference homebuyer assistance are located on the following pages: 2, 103, 112, 118, 121, 136, 139, 146, <br />158, and 169. <br />ANALYSIS <br />On May 28, 2019 the Housing and Human Concerns Committee (HHCC) held a public hearing to receive <br />public input on the proposed amendments to the 2018-2022 Consolidated Plan and FY2018 Annual Action <br />Plan.
