6.0. - Page 1 of 179 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: June 10, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Amendments to the 2018-2022 Consolidated Plan and Fiscal Year 2018-2019 Annual Action Plan for the <br />Community Development Block Grant (CDBG) and Home Investment Partnerships Program (HOME). <br />RECOMMENDATION <br />Adopt a resolution approving amendments to the 2018-2022 Consolidated Plan and Fiscal Year 2018-2019 <br />Annual Action Plan for CDBG and HOME entitlement funds and authorize the City Manager or designee to <br />execute related documents. <br />STRATEGIC INITIATIVE <br />Housing <br />BACKGROUND <br />The City of Redwood City receives federal funds from the U.S. Department of Housing and Urban <br />Development (HUD) through the Community Development Block Grant (CDBG) and Home Investment <br />Partnerships (HOME) entitlement programs. On April 23, 2018, the City Council approved the 2018-2022 <br />five year Consolidated Plan and Fiscal Year 2018-2019 (FY2018) Annual Action Plan. On June 25, 2018, the <br />City Council approved amendments to the FY2018 Annual Action Plan due to an increase in funding. The <br />City is proposing a Substantial Amendment to update the approved 2018-2022 Consolidated Plan and <br />FY2018 Annual Action Plan. This substantial amendment includes the addition of homebuyer activities <br />under the HOME program that will allow the City to invest HOME funding for first-time homebuyer <br />activities. <br />In 1994, the City assisted in the development of a homeownership condominium project known as <br />Wyndham Place for a first-time homebuyer program with various funding sources including CDBG and <br />HOME program funds. The project consists of fifteen (15) affordable residential units with nine (9) two- <br />bedroom units and six (6) three-bedroom units located at the corner of Whipple Avenue and Warren <br />Street in Redwood City.
