6.0. - Page 10 of 179 A key component of the Consolidated Plan is the preparation of an Annual Action Plan. In Redwood City, the Annual Action Plan constitutes funding recommendations made by the Housing and Human Concerns Committee (HHCC) for approval by Council each year to implement the five-year strategy. The funding recommendations include amounts and specific programs and activities to be funded from each annual entitlement of CDBG and HOME funds the City will receive during the five-year term. The HHCC is recommending an Annual Action Plan for fiscal year 2018-2019 that proposes funding for programs and activities to be carried out during the first year of the Plan. The total amount of funding will be based on the City's expected entitlement from CDBG and HOME, as well as program income received from the City's Home Improvement Loan Program's revolving loan fund. Other state and local funds will be used to leverage these funds to address the priority needs of the Annual Action Plan. The Annual Action Plan identifies all sources of funding, specific activities recommended for funding, and information regarding the location of activities to be funded. The Housing and Human Concerns Committee forwards their recommendations for capital and land use related activities to the Planning Commission (Commission) each year to concur that the proposed activities for funding meet the goals and objectives of the City's General Plan. On April 23, 218 City Council approved the 2018-2022 five year Consolidated Plan and Fiscal Year 2018- 2019 Annual Action Plan acti es proposed for funding based on prior year estimates. On May 1, 2018 the U.S. Department of Housir d Urban Development (HUD) published CDBG and HOME entitlement funds allocations for 2018-2019. The City received an increase of approximately 10% of the estimated CDBG funds and an increase of approximately 61% of the estimated HOME funds. This required the City to conduct a Substantial Amendment to the 2018-2019 Annual Action Plan, including obtaining community input and held a Public Hearing on June 12, 2018 for public comment. On May 28, 2019, the HHCC will hold a public hearing to hear public comment on the proposed amendments to the 2018-2022 Consolidated Plan and 2018-2019 Annual Action Plan. The City plans to include homebuyer activities for the term of the Consolidated Plan and add a direct homebuyer activity to the 2018-2019 Annual Action Plan. 3.
