6.0. -Page 11 of 179 The City will meet or exceed the quantitative goals and objectives of its previous Consolidated Plan. The process implemented by the City has been effective, however based on past performance they City has modified and improved goals by expanding the activities that can be undertaken under each priority. This will allow greater flexibility to help the City achieve its goals with ever changing market conditions. As an example, construction of new affordable housing, both rental and ownership has become extremely difficult due to many market factors including the cost of land and the loss of Redevelopment Agencies and subsequent funds in California. While the need for additional affordable housing is still the City's highest unmet need, the affordable housing priority set lower numbers for new housing development and broadened the objectives to allow for various activities as opportunities arise. The City also now allows housing development applications to be submitted at any time, as opportunities arise, rather than once a year. 4. Summary of citizen participation process and consultation process The Consolidated Plan requires a Community Participation process for public input on how CDBG and HOME funds are to be used within the community. The process should engage the community, both in the process of developing and reviewing the proposed plan and as partners and stakeholders in implementing programs. By consulting and collaborating with other public and private entities, the City can align and coordinate community development programs with a range of other plans, programs and resources to achieve greater impact. The Community Participation Plan process adopted by Council and implemented by the HHCC and staff involves holding several public meetings and publishing the proposed use of funds for community comment before the Council gives final approval on the use of the funds. The process for the development, input, review, and recommendations to prepare the 2018-2022 Consolidated Plan and the 2018-2019 Annual Action Plan are summarized in the 2018-2022 Consolidated Plan Community Participation Meeting Schedule. The process began last Fall when, over the course of several meetings, consultations were held with focus groups, non-profit and other public and private organizations to develop the Community Needs Assessment and Priority Needs and Strategies. Consultations were held with the Redwood City Human Services Network (a group of over 40 non-profit organizations providing services to Redwood City residents) and various other service, health, and housing providers to identify where needs and priorities have shifted. The input received through the discussion with the community has been valuable in preparing the Consolidated Plan. Additionally, a joint effort was conducted for a Regional Assessment of Fair Housing. S. Summary of public comments The City received many comments for the development of the Consolidated Plan at the various meetings, hearings and workshops that were held. Additional comments were submitted to the City through a web survey that was also made available in a print version at various City locations including senior and community centers.
