6.0. -Page 41 of 179
Looking at just the households who are paying more than 30% of their income on housing, numerically
the biggest category includes renters. Of all lower income households paying more than 30%, small
related households are more impacted than other kinds of households. This could be because these
households may have only one person earning an income, say, a single parent with two small children.
Elderly extremely low income owners also experience a high rate of cost burden, many of whom are on
fixed incomes. However, overall the greatest impacts are on renter households.
4. Cost Burden > 50%
Table 10 — Cost Burden > 50%
Data 2009-2013 CHAS
Source:
Cost Burden >50%
The incidence of households paying more than 50% of their income on housing costs is particularly felt
among renters: 3,070 lower income renter households have a severe cost burden, whereas only 1,750
lower income owner households do. Of all lower-income renter households paying over 50%, small
related households make up 38%. In fact, the greatest number of households with this housing problem
are small related households, regardless of tenure type. And, as can be expected, this problem is felt
most acutely by extremely low income renter households. Of all elderly households, owners represent
37% of households that are overpaying.
5.
