6.0. - Page 42 of 179
Table 11— Crowding Information — 4/2
Data 2009-2013 CHAS
Source:
Crowding
Overcrowding occurs when the relatively high cost of housing either forces a household to double -up
with another household or live in a smaller housing unit in order to be able to afford food and other
basic needs. An overcrowded household is defined as one with more than one person per room,
excluding bathrooms, kitchens, hallways, and porches. Severely overcrowded households are
households with more than 1.5 persons per room. Overcrowding also tends to result in increased traffic,
accelerated deterioration of homes and infrastructure, and crowded on -street parking conditions.
Redwood City has a slightly higher numbers of overcrowded rental homes than elsewhere in the county.
About 13% of rental homes are overcrowded and about 10% are extremely overcrowded. Just over one
percent of owner -occupied homes are overcrowded or extremely overcrowded. Rates of overcrowding
are closely linked to instances of overpayment and affordability. The prevalence of overcrowding
indicates the housing needs of large households is a major concern in Redwood City and will continue to
be in the near future.
The table above indicates that lower-income renters represent 93% of single-family households that are
overcrowded. In fact, there are fewer than 160 owner households earning less than 100% of median
that can be considered overcrowded.
Renter
Owner
0-
>30-
>50-
>80-
Total
0-
>30-
>50-
>80-
Total
50%
80%
30%
50%
80%
100%
30%
50%
80%
100%
AMI
AMI
AMI
AMI
AMI
AMI
AMI
AMI
AMI
Multiple,
Children Present
0
0
0
0
0
0
0
0
unrelated family
households
4
115
175
4
298
0
10
15
20
45
Other, non -family
households
25
10
14
4
53
0
0
0
0
0
Total need by
924
660
734
58
2,376
0
49
110
30
189
income
Table 11— Crowding Information — 4/2
Data 2009-2013 CHAS
Source:
Crowding
Overcrowding occurs when the relatively high cost of housing either forces a household to double -up
with another household or live in a smaller housing unit in order to be able to afford food and other
basic needs.
